										<content:encoded><![CDATA[<p class="x_MsoNormal"><span data-olk-copy-source="MessageBody">Illinois Senate Republican Leader John Curran (R-Downers Grove) was joined by Assistant Senate Republican Leader Sally Turner (R-Beason) and Budgeteer Senator Seth Lewis (R-Bartlett) to express serious concerns about several new tax increases being pushed by the Illinois Democratic lawmakers and the Illinois Revenue Alliance.</span></p>
<p class="x_MsoNormal">During a Capitol press conference ahead of a Senate Revenue Committee hearing, Republican lawmakers warned that repealing key provisions of the Blue Collar Jobs Act and imposing new taxes, such as a digital advertising tax, would drive up costs, discourage investment, and put working families at risk.</p>
<p class="x_MsoNormal">“Illinois doesn’t have a revenue problem; we have a spending problem,” Curran said. “Endless tax increases are pushing businesses out. If we want to be a welcoming state, we need to welcome businesses.”</p>
<p class="x_MsoNormal">Curran pointed to lagging economic indicators as evidence that current policies are not working.</p>
<p class="x_MsoNormal">“We rank near the bottom nationally in job growth, and tens of thousands of residents are leaving our state each year,” he said. “That is not a coincidence. It is the direct result of policies that prioritize more spending over economic growth.”</p>
<p class="x_MsoNormal">Among the proposals discussed was Senate Bill 3353, which would create a new tax on digital advertising. Lawmakers warned that the cost of the tax would ultimately be passed on to small businesses and consumers.</p>
<p class="x_MsoNormal">“This is a tax on the small business owner trying to grow,” Curran said. “It will be paid by the mom starting a home bakery, the local shop printing team t-shirts, and families already stretched thin trying to afford everyday essentials.”</p>
<p class="x_MsoNormal">State Senator Seth Lewis focused on the potential repeal of the Blue Collar Jobs Act, emphasizing the impact on workers and job creation.</p>
<p class="x_MsoNormal">“First and foremost, the Blue Collar Jobs Act is about people,” Lewis said. “It supports good-paying construction jobs. Jobs that help families pay the mortgage, put food on the table, and build a stable future.”</p>
<p class="x_MsoNormal">Lewis warned that eliminating the program would directly reduce job opportunities across the state.</p>
<p class="x_MsoNormal">“When you eliminate these incentives, the first people to feel it are workers: fewer projects, fewer opportunities, and fewer chances at steady, family-supporting employment,” he said. “At a time when families are already facing higher costs, the last thing they need is government making it harder to find good-paying work.”</p>
<p class="x_MsoNormal">He also stressed the broader economic impact of the policy.</p>
<p class="x_MsoNormal">“When you make it more expensive to produce in Illinois, you make it easier to produce somewhere else,” Lewis said. “Higher costs mean fewer jobs, less investment, and ultimately higher prices for families.”</p>
<p class="x_MsoNormal">Assistant Senate Republican Leader Sally Turner highlighted how the proposals would disproportionately impact rural communities, particularly through the elimination of tax incentives for biodiesel and renewable diesel.</p>
<p class="x_MsoNormal">“In districts like mine, agriculture is not just part of the economy. It is the backbone of it,” Turner said. “Biodiesel creates a strong, reliable market for crops our farmers grow, especially soybeans.”</p>
<p class="x_MsoNormal">Turner said removing those incentives would come at a time when farmers are already under significant financial pressure.</p>
<p class="x_MsoNormal">“This is the worst possible time to pull support away from our farmers,” she said. “When you eliminate these incentives, you reduce demand for their crops and put even more strain on farm families and rural economies.”</p>
<p class="x_MsoNormal">She also warned that the impact doesn’t just stop at the farm; it would lead to higher prices at the pump and on everyday essentials.</p>
<p class="x_MsoNormal">“Biodiesel is a key part of our fuel supply, especially for trucking and transportation of goods,” continued Turner. “When you raise the cost of fuel, you raise the cost of moving goods, and those costs get passed on to families.”</p>
<p class="x_MsoNormal">Lawmakers concluded by urging their colleagues to reject the proposed tax increases and policy rollbacks, and instead focus on long-term solutions that promote economic growth and stability.</p>
<p class="x_MsoNormal">“We should be building on policies that support workers and encourage investment, not dismantling them,” Lewis said. “For the sake of our economy and the families who call Illinois home, we need to move in a different direction.”</p>

<p>Before the General Assembly adjourns, lawmakers must take up bills that have advanced from the opposite chamber. As in previous years, the biggest task ahead will be passing the state’s next budget. Gov. J.B. Pritzker’s proposed FY 26-27 budget totals about $56 billion, but his plan depends on more than $700 million in new revenues that have not yet been approved by lawmakers.</p>
<p>The final weeks of session will likely feature more than just budget negotiations, with lawmakers also taking up a series of contentious proposals, including a megaprojects bill directed toward keeping the Bears football franchise in Illinois.</p>
<p>As a budgeteer for the Senate Republican Caucus, I will stand firm in calling for transparency and fiscal responsibility. Illinois families cannot afford another budget built on new taxes, short-term fixes, and higher costs.</p>

<p>Last week, I welcomed about thirty 7th-grade students from St. Walter’s Catholic School in Roselle to the Illinois State Capitol. The group toured the Capitol and had the opportunity to visit the Senate floor, where the accompanying photo was taken. It was great to see so many inquisitive young minds in action. These students asked thoughtful, engaging questions and showed a genuine interest in how state government works. Thank you to the students and teachers from St. Walter for visiting and making the day so enjoyable!</p>

<p>A few weeks ago, I was pleased to join Brennan Investment Group, Tovala, and local leaders for the groundbreaking of a new 140,340-square-foot, state-of-the-art food processing facility in Winfield. This exciting project marks a major milestone for our region and reflects continued investment in our local economy.</p>
<p>The new facility will significantly expand Tovala’s food manufacturing capabilities and support the company’s continued growth. It also highlights the strength of our region as a destination for innovative companies looking to grow and succeed in Illinois. I was proud to stand alongside community partners who worked hard to bring this project to Winfield.</p>
<p>This development will create high-quality jobs, strengthen our local tax base, and provide long-term support for schools, infrastructure, and essential services. Investments like this help ensure our communities remain strong and competitive for years to come.</p>
<p>I want to thank the Village of Winfield and all project partners for their leadership and collaboration in making this project a reality. Construction is now underway, with completion expected in 2027, and I look forward to seeing the positive impact it will have on families across our district.</p>

<p><strong>Proposed Redistricting Amendment Fails to Advance in Senate</strong></p>
<p>A proposed constitutional amendment (<a href="https://ilga.gov/Legislation/BillStatus?DocNum=28&amp;GAID=18&amp;DocTypeID=HJRCA&amp;LegId=168325&amp;SessionID=114"><strong>HJRCA 28</strong></a>) aimed at changing the standards used to draw Illinois legislative districts failed to advance in the Senate last week. Specifically, the IL proposition would have allowed race to be prioritized over other legislative boundary indicators, such as districts being contiguous and compact. Because the measure did not meet the required deadline for Senate passage prior to adjournment last Thursday, it is no longer eligible for voter consideration this year.</p>
<p>The proposal raised concerns due to language that critics argued would further weaken protections intended to promote fairness and reduce political influence in the redistricting process. These protections are designed to help ensure that district boundaries reflect communities, rather than political advantage.</p>
<p>Illinois’ current legislative maps have already faced scrutiny. The state received an “F” grade for gerrymandering from the <strong><a href="https://gerrymander.princeton.edu/redistricting-report-card/?planId=recVPQuH6bmq0dNWQ">Princeton Gerrymandering Project</a></strong>, with concerns centered on district lines that divide communities and appear to favor political insiders.</p>
<p>The timing of the proposed constitutional amendment’s failure to advance also coincides with a major federal court decision issued last week. In a 6–3 ruling, the U.S. Supreme Court, in the case of <strong><a href="https://www.supremecourt.gov/opinions/25pdf/24-109_21o3.pdf">Louisiana v. Callais</a></strong>, limited a key provision of the federal Voting Rights Act and concluded that using race as a primary factor in drawing legislative districts violates the U.S. Constitution.</p>
<p>With the amendment no longer moving forward, existing redistricting standards remain in place.</p>

<p><strong>Senator Lewis Engages with Sierra Club on Key Legislation</strong></p>

The conversation provided an opportunity to hear directly from advocates about priorities such as conservation, clean energy, and responsible development.</p>
<p>Engaging with stakeholder groups like the Sierra Club helps ensure that a wide range of perspectives are considered as policies are shaped. I value these discussions as an important part of the legislative process and as a way to stay informed on issues impacting local communities and natural resources. Constructive dialogue like this plays a critical role in finding balanced, practical solutions. I look forward to continuing these conversations as legislation moves forward.</p>

<p><strong>Court Upholds Madigan Conviction, Reinforcing Accountability in Public Service</strong></p>
<p>A federal appeals court has upheld the corruption conviction of former Illinois House Speaker Michael Madigan, finding the evidence of wrongdoing “overwhelming.” The court rejected arguments that his actions reflected routine politics, instead concluding he engaged in a clear quid pro quo, using his public office to benefit allies in exchange for financial gain tied to Commonwealth Edison and others.</p>
<p>In its opinion, the court emphasized that this conduct went far beyond typical political relationships or advocacy. Judges pointed to a sustained pattern in which official actions were linked to financial benefits for associates, underscoring that such arrangements violate the law and erode confidence in government. The ruling makes clear that longstanding influence or political stature does not place anyone above accountability.</p>
<p>When public officials abuse the public trust, accountability must follow. Upholding this conviction sends a strong message that corruption at any level of government will not be tolerated.</p>
<p>At a time when restoring confidence in public institutions is critical, the court’s decision affirms the importance of ethical leadership and transparency. Illinois residents deserve a government that works in their best interests, and this ruling highlights the continued responsibility of public officials to serve with integrity.</p>

<p><strong>Lewis Honors Moldovan Heritage at Daley Plaza</strong></p>

<p>I recently joined community leaders in downtown Chicago for the raising of the Moldovan tricolor at Daley Plaza in recognition of Moldovan National Flag Day. The ceremony commemorated Moldova’s adoption of its national flag on April 27, 1990, and celebrated the rich cultural heritage and contributions of the more than 30,000 Moldovan-Americans in the Chicagoland area. Following the ceremony, we gathered to recognize outstanding members of the Moldovan community for their civic, cultural and economic impact. The event highlighted Illinois’ proud tradition of honoring the diverse communities that strengthen our state.</p>

<li><strong>Support for Older Americans and Persons with Disabilities </strong>that connect you to adult day care, durable medical equipment, respite care, home health care, and independent living programs – to name a few.</li>
<li><strong>Support for Children, Youth, and Families</strong> around before and after school programs, family resource centers, mentoring, tutoring, volunteering, and youth programs.</li>
<li><strong>Support for veterans, </strong>ensuring access to health care, emotional support, continuity of care, and support group resources.</li>

										<content:encoded><![CDATA[<p><strong>Key Bill Deadline Passes in Senate and House</strong></p>
<p>Friday, April 17 marked a significant milestone in the legislative process, as it was the deadline for most bills to pass out of their chamber of origin in order to remain viable this session. In the Senate, 149 bills were approved and will now move to the House of Representatives for further consideration. Sponsors will continue working to advance their legislation through the committee and floor process in the opposite chamber.</p>
<p>Lawmakers are spending time in their home districts this week, meeting with constituents and discussing legislative priorities. When the General Assembly returns to Springfield during the final week of April, attention will turn to reviewing House bills that met the same April 17 deadline.</p>
<p>While this deadline is an important benchmark, exceptions may be granted, allowing certain bills additional time to advance. Budget and appropriations measures also follow a different timeline and are typically considered later in the session, with final decisions expected toward the end of May.</p>

<p>Last week, I joined a bipartisan coalition of lawmakers and advocates for a press conference held by the Clean Energy Choice Coalition (CECC). At the Springfield event, we shared the results of a recent statewide research poll that shows strong, bipartisan support for consumer choice in home energy decisions and a growing resistance to government mandates that restrict options.</p>
<p>The poll, issued to more than 900 individuals across Chicagoland and downstate Illinois, shows that Illinoisans want the choice to power their homes in their own hands, rather than accept one-size-fits-all energy policies.</p>
<p>According to the poll, 82 percent of Illinoisans support homeowners, renters, and homebuyers choosing how to power their homes, including with natural gas. That support spanned regions and political affiliations, and was strong even among households that currently use electric-only power sourcing.</p>
<p>The data also underscores that larger economic issues continue to shape Illinoisans’ mindsets. Across demographic groups, 64 percent of those polled reported that personal finances, cost-of-living concerns, including housing, groceries, and utilities, rank the highest among their ongoing concerns.</p>
<p>The poll results not only reflect residents’ sentiments but also point to real-world consequences already evident across Illinois. For the workers who build, maintain, and operate the state&#8217;s energy infrastructure, these policy debates directly affect jobs, grid reliability, and the security of delivering reliable energy to homes and businesses.</p>

<p><strong>Lewis Honors His Parents with Senate Resolution for Their Public Service</strong></p>

<p>Throughout their lives, my parents have demonstrated an unwavering commitment to public service, whether through local and county government, community organizations, or simply lending their time and talents to improve the lives of others. Their example has left a lasting mark not only on Kane County but also on our family.</p>
<p>In presenting the resolution, I reflected on the values instilled in my siblings and me from an early age: a deep respect for volunteerism, a strong sense of civic responsibility, and a belief in giving back to the community. Those principles have guided my path in public service.</p>

<p><strong>New Relief Package Takes Aim at Rising Costs for Illinois Families</strong></p>
<p>Illinois families are facing rising costs at every stage of life, from childcare and preschool to everyday essentials like diapers and prescription medications.</p>
<p>These are not optional expenses. For many families, these are necessary costs that continue to increase, making it harder to stay in the workforce and make ends meet.</p>
<p>On Tax Day (April 15), Senate Republicans highlighted these challenges and introduced a legislative package aimed at providing relief. The proposals focus on reducing costs, expanding access to childcare and early education, and supporting the workforce that makes those services possible.</p>
<p>The package includes <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1647&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160500&amp;SessionID=114"><strong>Senate Bill 1647</strong></a>, which creates a tax credit of up to $1,500 per child to help families afford preschool. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1646&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160499&amp;SessionID=114"><strong>Senate Bill 1646</strong></a> would provide a refundable tax credit for early childhood educators to improve retention in a field that is critical to maintaining access to care.</p>
<p>Additional legislation, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3851&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167272&amp;SessionID=114"><strong>Senate Bills 3851</strong></a> and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3869&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167299&amp;SessionID=114"><strong>3869</strong></a>, would eliminate state sales taxes on prescription medications and diapers, helping families and seniors better afford basic necessities.</p>
<p>The package also includes <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2277&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162062&amp;SessionID=114"><strong>Senate Bill 2277</strong></a>, which increases incentives for businesses to provide on-site childcare, and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2382&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162377&amp;SessionID=114"><strong>Senate Bill 2382</strong></a>, which creates a tax credit for donating property for childcare use.</p>
<p>These efforts are focused on addressing the real financial pressures families face every day and making Illinois a more affordable place to live and work.</p>

<p>I am a proud member and co-chair of the legislature’s new Neurodiversity Caucus. This bipartisan and bicameral group of lawmakers works from a mission of four pillars: Support, Access, Resources, and Education, with hopes of bringing forward public policy that makes life easier for all.</p>
<p>I recently had an opportunity to sit down and film a segment for the Illinois Insiders podcast with fellow co-chair, State Representative Nicole La Ha. We discussed the importance of this new group and how we are working in a bipartisan manner to bring attention to the incredibly important issue of how state government can best support those across the autism spectrum and the intellectually and developmentally disabled (IDD) community in Illinois.</p>

<p>During the conversation, moderated by NBC Chicago News Anchor Stefan Holt (shown in the photo on the left), I emphasized the importance of strengthening local journalism, particularly in rural and suburban areas where access to reliable news is increasingly limited. At the same time, I underscored concerns about the role of government in funding media, stressing that any approach must remain content-neutral, transparent, and free from political influence.</p>
<p>My remarks contributed to a broader discussion among lawmakers and stakeholders about refining existing programs, encouraging private-sector innovation, and ensuring that efforts to sustain local journalism deliver real value to communities across Illinois.</p>

<p><strong>Lewis Supports Safety Standards for E-Bikes, Other Micromobility Devices</strong></p>
<p>Last week, the Illinois Senate unanimously approved legislation (<a href="https://ilga.gov/Legislation/BillStatus?DocNum=3336&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=166189&amp;SessionID=114"><strong>Senate Bill 3336</strong></a>) establishing statewide safety standards for high-speed e-bikes and other micromobility devices, such as electric scooters and skateboards. I supported the measure to help bring consistency and clarity to a rapidly evolving area of transportation. The bill addresses the growing use of faster, more powerful electric devices by setting age requirements, establishing safety rules, and requiring licensing, registration, and insurance for the highest-speed models that exceed 28 miles per hour.</p>
<p>This legislation replaces a patchwork of local regulations with uniform statewide standards designed to improve public safety for both riders and pedestrians while ensuring responsible use of emerging technologies. If approved by the House and signed into law, the new rules would take effect January 1, 2027.</p>

<p>“The federal Medicare system can be tricky to navigate, and it is important that enrollees ensure they have adequate coverage between Medicare and supplemental plans that are available,” said Lewis. “We are bringing in experts who can help current enrollees understand the system, and help those approaching Medicare eligibility prepare to apply for coverage.”</p>
<p>Representatives from the Illinois Department on Aging will provide an overview of the Medicare program, including eligibility, enrollment, benefits, and other helpful information. A question and answer period will be included, and current enrollees and those approaching eligibility age are encouraged to attend. Family members are welcome to join their loved ones at this informative session.</p>

<p>Illinois must take steps to become a more competitive and business-friendly state. The legislative package includes several proposals designed to reduce costs and support economic growth. The bill package includes the following measures:<p/>

<a href="https://ilga.gov/Legislation/BillStatus?DocNum=3786&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167106&amp;SessionID=114"><strong>Senate Bill 3786</strong></a> (Lewis) would create a Legacy Tax Credit for businesses headquartered in Illinois, rewarding companies for long-term investment and job creation. <p/>
<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=3792&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167113&amp;SessionID=114"><strong>Senate Bill 3792</strong></a> (Wilcox) would eliminate Illinois&#8217; income tax on tipped wages, allowing workers to keep more of what they earn.<p/>

<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=137&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157340&amp;SessionID=114"><strong>Senate Bill 137</strong></a> (Wilcox) would increase the retailer’s discount for small businesses, helping offset the cost of collecting and remitting sales taxes to the State of Illinois.<p/>
<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=2763&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=164692&amp;SessionID=114"><strong>Senate Bill 2763</strong></a> (Syverson) would allow individuals and small business owners to deduct health insurance premiums and out-of-pocket medical expenses from their state taxes.<p/>
<p>
The package is designed to help businesses remain in Illinois, support workers, and strengthen the state’s economy.<p/>

Due to the popularity of these events, I am hosting another mobile DMV event in Wheaton on Wednesday, April 22. For the event, the Secretary of State’s Mobile Driver Services team will be at Wheaton City Hall from 10:00 AM to 2:00 PM. Appointment slots are filling up fast, but there are still about 10 appointments available. <span style="color: #ff0000;"><strong><u>Registration is required for this event and all appointments are expected to be filled</u></strong>.</span> <p/>

<strong>Illinois Completes Statewide Upgrade to Next Generation 911 System</strong>

<p>The Illinois State Police has announced that all 169 Public Safety Answering Points (PSAPs) across Illinois have successfully transitioned to Next Generation 911 (NG911), marking a significant modernization of the state’s emergency response infrastructure.<p/>

<p> NG911 replaces the outdated, voice-based system with a secure, internet-based network that allows 911 calls to be routed based on a caller’s precise location rather than the nearest cell tower. This improvement helps reduce delays by ensuring callers are connected directly to the appropriate emergency responders without the need for transfers between dispatch centers.<p/>

<p>The upgraded system also enhances reliability. In the event of widespread emergencies such as severe storms or tornadoes, calls can be automatically rerouted to other 911 centers across the state, ensuring uninterrupted service for those in need.<p/>

<p>In addition, NG911 strengthens Text-to-911 capabilities, improving access for individuals who are unable to make voice calls. The system is also designed to support future advancements, including the potential for sharing photos and video with first responders during emergency situations.<p/>

<p>This transition reflects years of coordination and investment and will provide faster, more reliable, and more accessible emergency services for communities throughout Illinois.<p/>

<p>On Thursday, State Representative Jennifer Sanalitro and I met with several members of the DuPage Mayors &amp; Managers Conference (DMMC) to discuss legislation pending in Springfield that would negatively affect suburban communities and all of Illinois.<p/>

<p>Many of the attending mayors expressed concerns stemming from Governor Pritzker’s Building Up Illinois Developments (BUILD) Plan, which severely handicaps local control over important zoning issues, and his ongoing cuts to the Local Government Distributive Fund (LGDF). <p/>

<p>LGDF funds are used by municipalities to fund essential services, yet these vital funds are constantly under attack. Similarly, the BUILD Act would take local control away from our leaders. It would extend failed policies from Chicago statewide, and I don’t think anyone wants Brandon Johnson to have control over our cities and villages. We need to allow our local officials to have local control to decide what the residents need and want in their communities.<p/>

<p>In addition to local control issues, the group also discussed pending legislation that would increase pension obligations and issues related to public transit.<p/>

<p>Our last week in Springfield was incredibly busy and the halls were buzzing with advocacy groups that were in town to share their legislative agendas and priorities with lawmakers. In between committee hearings and floor action in the Senate, I took time to meet with several groups.<p/>

<p>In the collage above (L-R) I am seen with representatives from the University of Illinois Extension program and Illinois 4-H to discuss the value of agriculture and STEM education, students from Future Farmers of America (FFA) in town for Agriculture Day in Illinois, and representatives from the Illinois Department of Military Affairs to discuss my military recruitment bill (SB 3626). In the collage below (L-R) I am seen with constituent Michelle Grimestad and her children, in town for Homeschool Advocacy Day, a second homeschool family that delivered cherry pies to legislators on Homeschool Advocacy Day, and advocates from Autism Speaks to discuss ways we can continue supporting individuals and families across Illinois. I truly enjoy these conversations, as they help me take votes that align with the priorities of those I represent.<p/>

<p><strong>Lawmakers Wear Purple for Alzheimer’s Advocacy Day in Illinois</strong><p/>

<p>Lawmakers and advocates wore purple on March 25 to mark the Alzheimer’s Association Illinois Chapter’s 2026 Day of Action, an annual event focused on raising awareness and pushing for stronger dementia-related policies across the state.<p/><p>

The effort comes as Alzheimer’s disease continues to affect a growing number of families in Illinois. More than 250,000 Illinois residents are currently living with the disease, underscoring the need for policies that support patients, caregivers, and long-term planning.<p/><p>

By wearing purple, we highlighted both the urgency of the issue and the importance of continued legislative action to improve the lives of people affected by Alzheimer’s and other dementias.<p/>

<strong>Illinois Trout Season Underway</strong> <p/>

<p>The 2026 Illinois spring trout fishing season opened on April 4 at 58 ponds, lakes, and streams statewide, with an early catch-and-release period already underway at select locations. During the early season, anglers must release all trout caught, while the regular harvest season allows a daily limit of five trout per angler.<p/>

<p>The Illinois Department of Natural Resources stocks more than 80,000 rainbow trout each spring, with additional stockings planned for the fall season. Funding for the program is supported through the sale of inland trout stamps purchased by anglers.<p/>

<p>Several updates have been announced for 2026, including new or returning stocking locations in McHenry, Macon, Wayne, and Adams counties. Officials also remind anglers that harvesting trout before the April 4 opener is prohibited and may result in citations.<p/>

<p>The spring trout season is a great way for families and outdoor enthusiasts to enjoy Illinois’ natural resources. I encourage residents to take advantage of local fishing opportunities while following regulations that help maintain healthy fish populations in the present and future.<p/>

<p>Senator Lewis has frequently voiced his support for local governments and opposes efforts to limit local control. “LGDF funds are used by municipalities to fund essential services, yet these vital funds are constantly under attack,” he said. “Similarly, the BUILD Act would take local control away from our leaders. It would extend failed policies from Chicago statewide, and I don’t think anyone wants Brandon Johnson to have control over our cities and villages. We need to allow our local officials to have local control to decide what the residents need and want in their communities.”</p>
<p>Representative Sanalitro said, “This is about keeping our promise to taxpayers and making sure communities have the resources they need for public safety, road repairs, and other essential services. When Springfield shortchanges local governments, families feel it first through higher property taxes and fewer services, and that is simply unacceptable.”</p>
<p>In addition to local control issues, the group also discussed pending legislation that would increase pension obligations and issues related to public transit.</p>
<p>Winfield Mayor Carl Sorgatz attended the hearing and expressed his strong opposition to the BUILD Act and the amount of local control it would take away from local units of government. “Today, residents have the opportunity on the local level to share exactly what their feelings are about legislation or ordinances that are put in place,” he said. “The BUILD Act would take that out of their hands and basically take away people’s ability to have a say in their own communities.”</p>
<p>Hanover Park Mayor Rodney Craig also pointed to the dangers of Governor Pritzker’s BUILD Act proposal, and said, “We are serious about these issues and I haven’t felt this level of stress during my 19 years in office. These bills that are coming down have a tremendous impact on our housing and taxes. We haven’t raised taxes in 10 years and we are on the cusp of doing just that if some of these measures go through.”</p>

<p>The proposal comes as Illinois continues to face ongoing economic challenges, including a projected half-a-million population loss over the next five years, stagnant job growth, and increasing costs for employers and families. The lawmakers said their plan is designed to address those concerns by rewarding long-term business investment in Illinois, eliminating state income taxes on tipped wages, providing relief to small retailers, and making health insurance more affordable for individuals and small business owners.</p>
<p>“Illinois is losing people, losing businesses, and falling behind,” said Lewis. “If we don’t change course, today’s challenges will only become more difficult tomorrow. We need to make Illinois a place people want to live, rather than leave.”</p>
<p>Lewis is sponsoring Senate Bill 3786, which creates a Legacy Tax Credit for businesses headquartered in Illinois. Under the proposal, businesses would receive a $100 tax credit for every year they have been located in the state, along with additional credits tied to the number of employees they retain, including an added incentive for union workers.</p>
<p>“The businesses already here are some of our greatest assets, yet they are often taken for granted. We need to change the narrative,” Lewis said. “This legislation tells employers that we see their commitment and appreciate it. It tells workers that their job matters and we want them to stay in Illinois, and perhaps most importantly, it tells the next generation that they do not have to leave to succeed. They can build their future right here in Illinois.”</p>
<p>Wilcox is sponsoring two measures focused on both workers and small businesses. Senate Bill 3792 would eliminate Illinois income tax on tips, while Senate Bill 137 would increase the retailer’s discount to 3.5 percent for businesses with less than $50,000 in monthly sales.</p>
<p>“Simply put, if you earn it, you should keep it,” Wilcox said. “For many service workers, tips are a significant portion of their income. Letting them keep more of what they earn helps families manage expenses and strengthens local economies.”</p>
<p>Wilcox said the policy would also benefit employers by improving retention and reducing turnover. “When employees take home more of their earnings, it leads to greater job satisfaction and more stability for small businesses,” he said.</p>
<p>On the retailer discount proposal, Wilcox noted that small businesses are already responsible for collecting and remitting sales taxes to the state.</p>
<p>“This is a practical, common-sense change,” Wilcox said. “It helps small businesses keep more of their own money to reinvest, grow, and remain competitive.”</p>
<p>Syverson’s legislation, Senate Bill 2763, focuses on reducing the cost of health insurance for individuals and small business owners who purchase coverage on their own. The bill would allow taxpayers to deduct premiums and qualified out-of-pocket medical expenses on their state taxes.</p>
<p>While government and large employers offer health insurance, only about 30% of small businesses are able to provide health benefits to employees.</p>
<p>“Right now, individuals and employees of small businesses buying their own insurance are paying the same, or often higher, costs without receiving the same tax benefits,” Syverson said. “That’s simply not fair.”</p>
<p>He said the proposal would bring greater fairness to the tax code while helping ease a major financial burden.</p>
<p>“When we reduce these costs, we give small businesses and families more room to grow and succeed,” Syverson said. “This is about making Illinois a place where people can afford to stay and build their future.”</p>
<p>The senators said the legislative package reflects a broader effort to strengthen Illinois’ economy and improve its reputation among employers.</p>

<p>Due to the popularity of these events, I am happy to announce that I will be hosting another mobile DMV event in Wheaton on Wednesday, April 22. For the event, I will be hosting the Secretary of State’s Mobile Driver Services team from 10:00 AM to 2:00 PM in the Wheaton City Council Chambers, located at 303 West Wesley Street, Wheaton.</p>

<p>This year I am co-sponsoring a legislative package to strengthen protections for children and crack down on trafficking, grooming, sexual exploitation, and predatory offenders.</p>
<p>The package is designed to close dangerous gaps in Illinois law, increase penalties for serious crimes involving minors, and ensure offenders who exploit children face stronger consequences.</p>
<p>The legislative package includes:</p>
<ul>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=284&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157738&amp;SessionID=114"><strong>Senate Bill 284</strong></a>, also known as Andrew’s Law, would eliminate plea deals for individuals charged with involuntary sexual servitude of a minor, trafficking in persons involving a minor, or grooming, preventing those charges from being reduced to lesser offenses. The bill would also make it a Class 4 felony for a child sex offender to work at, volunteer at, or be present at a facility that exclusively provides entertainment for minors.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=1572&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160317&amp;SessionID=114"><strong>Senate Bill 1572</strong> </a>would increase penalties for human trafficking and related crimes by raising each offense by one felony class. For the most serious Class X offenses, the bill would set a prison sentence of 9 to 45 years.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=2381&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162375&amp;SessionID=114"><strong>Senate Bill 2381</strong> </a>would require sex offender registration for individuals convicted of unauthorized video recording of minors in private spaces if the offense was found to be sexually motivated. The measure responds to a gap in current Illinois law that has allowed some offenders to avoid registration even in cases involving the secret recording of children in bathrooms, locker rooms, or other private areas.</li>
</ul>

<p>Protecting children must remain a top priority, and Illinois laws should reflect the seriousness and lasting harm caused by trafficking, grooming, and sexual exploitation.</p>

<p>I want to thank everyone who came out last week for my second annual Youth Job Fair that was co-hosted with State Representative Jennifer Sanalitro. It was an incredibly successful event that featured over 40 businesses that are actively hiring for summer help, full-time employment, and internships. The event was open to students and young adults across the 24<sup>th</sup> District aged 16-21.</p>
<p>As an added feature for this year’s fair, students had an opportunity to have a free professional headshot taken and have their resume reviewed by human resources professionals. Additionally, attendees had access to an interactive workshop hosted by WorkNet DuPage that helped high school students uncover the valuable skills they already gained through volunteering, sports, clubs, part-time jobs, and everyday activities. Participants learned how to identify, articulate, and apply those skills to college, vocational training, and future careers. They also explored strategies for continued skill building, even in activities that aren’t directly related to their dream job, and gained practical tips for resumes, applications, and interviews.</p>

<p>Feedback from this event was very positive, and I will definitely be bringing this event back next year.</p>

<p><strong>Project Next Generation Library Grants</strong></p>
<p>I take great pride in bringing state resource dollars back to communities, schools, libraries, park districts, and other units of government in the 24<sup>th</sup> District. Congratulations to the Bensenville Community Public Library District and the Wheaton Public Library for their recent receipt of Project Next Generation grants. Bensenville received a grant totaling $9,718, and Wheaton received $40,000 in grant funds.</p>
<p>The Project Next Generation grants, issued through the Illinois Secretary of State’s Office, support after-school and out-of-school initiatives that engage middle and high school students in educational activities while providing access to technology and mentors in public library settings. The program is funded with $521,044 in federal Library Services and Technology Act (LSTA) funds and $159,478 in state technology dollars.</p>
<p>All public libraries recognized as full member libraries within their regional library systems were eligible to apply, and each funded library submitted a detailed proposal outlining services and activities to engage students, along with an itemized budget that complies with federal and state cost requirements.</p>

<p>While most of my time is spent in Springfield this time of year, on the days when I am back home in the district, I enjoy meeting and talking with the constituents I represent. This includes our next generation of leaders.</p>

It was a great opportunity to talk with students about the work I do serving our community both in the district and in Springfield, and learning about the issues that are important to emerging adults. I also enjoyed meeting many of the other vendors and learning more about the opportunities available to students.</p>

<p><strong>Legislation Introduced to Create Illinois Pediatric Cancer Fund</strong></p>
<p>As you may recall, a few years ago I passed “Cal’s Law” (<a href="https://ilga.gov/Legislation/BillStatus?DocNum=2109&amp;GAID=16&amp;DocTypeID=HB&amp;LegId=130858&amp;SessionID=110"><strong>HB 2109, Public Act 102-0589</strong></a>), a vital piece of legislation that focuses on health insurance coverage for advanced cancer testing. At its core, Cal’s Law requires insurance companies in Illinois to cover comprehensive cancer testing when a doctor determines it’s medically necessary. It’s an issue that is very important to me, and I remain proud of my chief sponsorship of this incredibly important law.</p>
<p>New legislation has recently been introduced in Springfield to strengthen research efforts to help fight childhood cancer and improve outcomes for young patients across Illinois. I am a strong supporter of this initiative and believe it builds on the successes of Cal’s Law.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3954&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167434&amp;SessionID=114"><strong>Senate Bill 3954</strong></a> would create the Illinois Pediatric Cancer Fund, a special fund within the State Treasury Department dedicated to supporting research, prevention, and treatment efforts related to pediatric cancer. The fund would provide grants to physicians, hospitals, laboratories, universities, and other eligible organizations conducting research focused on childhood cancers.</p>
<p>Under the proposal, the Department of Healthcare and Family Services would administer the fund and oversee a grant program designed to support scientific research and innovation related to pediatric cancer. Funding could come from legislative appropriations as well as private donations and other contributions made to support the cause.</p>
<p>The legislation also ensures transparency by requiring the department to submit annual reports to the General Assembly detailing how funds are used and the progress of research initiatives.</p>
<p>In addition to supporting research grants, the bill allows a small portion of the fund to be used to promote awareness and encourage donations to further expand research opportunities within the state.</p>
<p>SB 3954 is currently assigned to the Health and Human Services Committee.</p>

<p><strong>Your Voice Matters! Witness Slips Allow You to Provide Meaningful Input on Bills</strong></p>
<p>Bills are actively moving through the legislative process, and Senate committees are meeting regularly to hear and vet them. It is at this point that you can engage and have your official support or opposition entered into the record. The witness slip portal opens when a bill is assigned for a hearing, and closes immediately following a bill’s hearing.</p>

<p><strong>Eligibility Expanded for ABLE Accounts</strong></p>
<p>The Illinois State Treasurer’s Office recently announced that an estimated 250,000 Illinoisans with disabilities are now eligible to open ABLE accounts, allowing them to save and invest money without jeopardizing access to certain federal benefits.</p>
<p>The expanded eligibility is the result of a change to the federal Achieving a Better Life Experience (ABLE) Act. Previously, individuals were required to acquire their disability before age 26 to qualify for an account. Beginning in 2026, that age threshold has been raised to 46, broadening access to ABLE accounts for people with disabilities in Illinois and across the country.</p>
<p>ABLE accounts are designed to help individuals with disabilities save for important life expenses while maintaining eligibility for programs such as Supplemental Security Income or Medicaid. Prior to the creation of ABLE accounts, people with disabilities generally could not accumulate more than $2,000 in assets without putting those benefits at risk.</p>
<p>The expansion will provide greater financial flexibility for people facing disability-related expenses, including housing, transportation, assistive technology, vocational training, and other quality-of-life needs.</p>

<p><strong>Recent Postal Service Changes Could Impact this Year’s Tax Filings</strong></p>
<p>The Illinois Department of Revenue (IDOR) is warning taxpayers that recent U.S. Postal Service (USPS) changes to postmarks could affect 2026 tax filings.</p>
<p>Under the new system, postmarks will show when mail is first processed, not when it is dropped off, which could create potential risks for meeting deadlines on time-sensitive items like tax returns and payments.</p>
<p>IDOR urges taxpayers to mail documents earlier than usual, ahead of the April 15 deadline, to avoid penalties. <p><strong>A Bipartisan Effort to Safeguard Energy Reliability and Affordability</strong></p>

<p>I recently joined a bipartisan group of Illinois lawmakers to unveil a legislative package aimed at protecting energy affordability and reliability as Illinois moves more toward electrification. I introduced <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3970&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167467&amp;SessionID=114"><strong>Senate Bill 3970</strong></a>, one of four bills included in this package. I am a co-sponsor of the other three bills in our package.</p>
<p>Illinois is already facing rising energy costs and growing concerns about grid stability. A recent state resource adequacy study warned of tightening capacity margins and potential reliability challenges in the coming years if infrastructure decisions are not carefully managed.</p>
<p>The package is designed to maintain Illinois’ existing energy infrastructure, prevent unnecessary cost burdens on families and small businesses, and protect vulnerable and low-income residents from higher utility bills.</p>
<p>The legislation includes:</p>

<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3929&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167388&amp;SessionID=114"><strong>Senate Bill 3929</strong></a> (Joyce), which extends closure dates set in CEJA for power plants by 10 additional years.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=4028&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167583&amp;SessionID=114"><strong>Senate Bill 4028</strong></a> (Bryant), which modernizes outdated interconnection rules that contribute to project delays and inconsistent upgrade costs.</li>

<p>Natural gas continues to play a critical role in Illinois’ energy system by providing reliable, on-demand power that stabilizes the grid during peak demand and extreme weather conditions. This bipartisan package seeks to promote balanced energy policy grounded in affordability, infrastructure readiness, and long-term grid stability.</p>

<p><strong>Senator Lewis Co-Sponsors Legislation to Provide Relief for Homeowners</strong></p>
<p>Affordability is a top issue I hear about when I speak with constituents across the 24th District. To address issues, I am happy to report that I am co-sponsoring a package of legislative solutions to help make buying and staying in a home more affordable in Illinois.</p>
<p>Last year, first-time home buyers dropped to a record low of 21 percent of total purchases, while the average age of first-time buyers climbed to an all-time high of 40 years old. This is likely due to the fact that the average home price in Illinois has increased by 37% over the last five years. At the same time, recent Census Bureau migration estimates show that nearly 7,500 Illinoisans moved from Illinois to Missouri, where the average property tax bill is less than half of the average bill in Illinois.</p>
<p>To address these affordability issues, our bill package includes the following measures:</p>
<ul>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3959&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167439&amp;SessionID=114"><strong>Senate Bill 3959</strong></a>: provides a $500 non-refundable tax credit for first-time homebuyers.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3781&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167098&amp;SessionID=114"><strong>Senate Bill 3781</strong></a>: makes the Illinois Property Tax Credit refundable when you file your Illinois income taxes.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3782&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167099&amp;SessionID=114"><strong>Senate Bill 3782</strong></a><strong>: </strong>creates a task force to work on solutions to end Illinois&#8217; antiquated property tax foreclosure system that the United States Supreme Court ruled unconstitutional. Under current law, delinquent property taxes are sold to investors, and families can lose not only their home but the equity they spent years building.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3849&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167266&amp;SessionID=114"><strong>Senate Bill 3849</strong></a><strong>:</strong> adds the annual Consumer Price Index cost increases to Illinois’ General Homestead Exemption. By tying the exemption to inflation, homeowners could see immediate relief that better reflects the increased costs they are paying.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3848&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167265&amp;SessionID=114"><strong>Senate Bill 3848</strong></a>: createsan income tax deduction on the year-over-year increase in a taxpayer’s home insurance.</li>

<p><strong>Lewis Pushes for Changes to the DCFS Safety Net </strong></p>

<p>The Illinois Department of Children and Family Services (DCFS) is responsible for protecting this state’s most vulnerable young people, and I did an interview recently with CBS Chicago after an eight-year-old boy fell through the cracks and tragically died. Despite repeated red flags and reports of malnourishment and suspected abuse that were brought to the attention of DCFS, Markell Pierce was not receiving services from the agency at the time of his death. I was deeply concerned about a lack of transparency in this and other cases, and urged changes to the DCFS’s processes that allowed this child to be failed by a system that should have protected him.</p>
<p>When a child dies due to abuse or neglect, there must be accountability, and the individual(s) responsible must be prosecuted to the fullest extent of the law. Illinois has safety nets in place: mandatory reporters, DCFS investigators, school personnel, daycare providers, and law enforcement. The system is designed to catch warning signs, yet in this case, despite multiple reports and prior DCFS involvement, a child still slipped through the cracks, which demands a serious review.</p>
<p>Since recording the interview, I had a lengthy meeting with Heidi Mueller, Director of DCFS, and was pleased to hear about the steps that are being taken to strengthen the safety net and prevent tragedies like the one that befell Markell Pierce from ever happening again. Mueller, who has been at the helm of DCFS for two years, explained the agency’s investigative processes and the use of SWOT (Strengths, Weaknesses, Opportunities, Threats) analyses, which help maximize advantages, address shortcomings, and develop strategies for optimal success. She also explained how two separate independent Boards of Review—the DCFS Inspector General and the multidisciplinary Child Death Review Team—review each case to ensure internal processes are effective and the agency is following best practices in child welfare.</p>
<p>I left that meeting with a heightened sense of confidence in the agency under Director Mueller’s leadership. Statewide data show that homicide deaths of youth in care have reduced by nearly 50% since Mueller took over as Director of DCFS, and during that time, more young people in DCFS care have been matched with permanent, loving homes than ever before. While one preventable death is obviously one too many, care of our most vulnerable young people is most certainly trending in the right direction.</p>

<p><strong>Lewis Champions Legislation for Illinois Engineering Students, Addresses Workforce Gap</strong></p>
<p>This year, I am a leading co-sponsor of legislation to support Illinois engineering students and help connect them to in-demand careers in the state’s workforce after graduation.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3855&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167280&amp;SessionID=114"><strong>Senate Bill 3855</strong></a> would create the Engineering Students of Illinois Scholarship Act to provide scholarships for engineering students attending an Illinois public university. In return, participating students would agree to work for the Illinois Department of Transportation for at least three years after graduation.</p>
<p>The proposal is designed to address a growing shortage in the engineering profession and help ensure Illinois has the skilled workforce needed to deliver critical infrastructure projects. The engineering industry contributes $20.7 billion annually to Illinois’ gross domestic product and supports more than 182,000 jobs statewide.</p>
<p>Illinois, like much of the nation, is experiencing an engineering workforce gap as experienced engineers retire and fewer graduates enter the profession to replace them. Recent national data shows that about 184,000 engineers retired or left the profession in recent years, while only 166,000 new graduates entered the workforce, resulting in an annual shortfall of roughly 18,000 engineers.</p>
<p>The bill has been introduced in the Illinois Senate and is currently awaiting committee assignment. If enacted, the Engineering Students of Illinois Scholarship Act would be administered through the Illinois Student Assistance Commission from July 1, 2027, through July 1, 2031.</p>

<p><strong>Lewis Pushes Stronger Protections to Prevent School Sexual Assaults</strong></p>

<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=2991&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=165486&amp;SessionID=114"><strong>Senate Bill 2991</strong></a> would require a student who commits sexual assault or attempted sexual assault to be expelled for at least one year if the incident occurs at school, during a school-sponsored activity or event, or at any activity that has a reasonable relationship to school.</p>
<p>Supporters say the legislation is needed to better protect victims and hold offenders accountable. The proposal follows a troubling case in Illinois in which a young girl was sexually assaulted at school, yet the attacker was neither suspended nor expelled, despite admitting to the offense. According to the victim’s parents, they were forced to repeatedly seek court-issued orders of protection to keep their daughter safe.</p>
<p>The measure would align school responses to sexual assault with existing Illinois laws regarding weapons in schools. Under current statutes, students who bring a deadly weapon to school are subject to a mandatory one-year expulsion.</p>

<p><strong>Senator Lewis Supports Tax Credit to Help Small Employers Make Health Benefits More Affordable</strong></p>
<p>I am supporting legislation this year that would help small businesses make employee health coverage more affordable by creating a new tax credit for employers that offer Health Reimbursement Arrangements (HRAs).</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3619&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=166727&amp;SessionID=114"><strong>Senate Bill 3619</strong></a> is an initiative of the Small Business Advocacy Council. The legislation would establish a tax credit for small businesses that choose to provide HRAs. An HRA is a tool that can help employers reimburse employees for qualified health care expenses and, in some cases, individual health insurance premiums. Supporters say the measure would give small employers another flexible, cost-effective option to offer benefits and stay competitive when trying to attract and retain workers.</p>
<p>While HRAs may not be the right fit for every business, expanding access to benefit options is critical for job creators facing rising costs. SB 3619 is designed to ease the financial burden of providing health benefits and ensure small businesses have more tools to compete</p>
