<p><em><strong>“Today’s announcement that the Chicago Bears will advance their stadium development project in Hammond, Indiana is very disappointing, but I cannot say I am surprised. The level of dysfunction in Springfield and total lack of engagement by Governor JB Pritzker on this issue during the final weeks and days of session did not show the Bears organization any sense of urgency or desire that lawmakers want to keep one of this state’s top economic engines in Illinois. I can only hope this is not the end of the line for Illinois’ chance to keep the Bears, and that our conversations can continue.</strong></em></p>
<p><em><strong>“During this process, we saw a complete lack of leadership by the Governor, and if the Bears do indeed move to Indiana, it is a devastating loss, both economically and emotionally, that the Governor will own.”</strong></em></p>

<p><em><strong>“While there are certainly parts of this budget that I can support, I cannot support a process where hundreds of pages authorizing billions of dollars in spending are released with little time for lawmakers or the public to review. The people of Illinois deserve a budget process that is transparent, responsible, and deliberate. Taxpayers have every right to know how their hard-earned dollars are being spent before a vote is taken, not after the fact.</strong></em></p>
<p><em><strong>“This budget does not reflect a vision of growth or excellence for the State of Illinois. If we are going to make Illinois a place people want to live rather than leave, then we need a budget that prioritizes long-term economic competitiveness, fiscal responsibility, and policies that actually strengthen families, create opportunity, and restore confidence in our state’s future.”</strong></em></p>

										<content:encoded><![CDATA[<p>With just four days left before the scheduled May 31 adjournment date, Senate Republican budgeteers gathered together to warn that Illinois families should brace for the same end-of-session script that has played out year after year, with record spending, last-minute tax hikes, and working families left holding the bill.</p>
<p>State Senator Seth Lewis (R-Bartlett) was joined by Senators Don DeWitte (R-St. Charles), Chapin Rose (R-Mahomet), and Sally Turner (R-Beason) to push back on new revenue proposals being floated to fund record-high state spending and to call for a budget that isn’t balanced on the backs of taxpayers.</p>
<p>DeWitte, now in his eighth budget cycle, said the process is following a familiar pattern.</p>
<p>&#8220;We appreciate having a seat at the table, but experience has taught us that as the clock winds down, just like a round of musical chairs, those seats tend to disappear,&#8221; DeWitte said. &#8220;By the time the real budget shows up, it is usually the middle of the night on May 31, and lawmakers are being asked to vote on thousands of pages they have barely had time to open.&#8221;</p>
<p>As the clock continues to tick down and a budget has yet to emerge, Senate Republicans warn that the lack of transparency undermines public confidence in the entire process.</p>
<p>&#8220;Families and small businesses in Illinois don&#8217;t make major financial decisions in the middle of the night with minutes to review the details. State government shouldn&#8217;t either,&#8221; Lewis said. &#8220;Regardless of party affiliation, the people of this state deserve a fiscally responsible and sustainable budget that brings relief to taxpayers.”</p>
<p>What has been floated are new tax hike proposals, including a new digital advertising tax, and the elimination of parts of the Blue Collar Jobs Act and sales tax incentives for biodiesel and renewable diesel.</p>
<p>“Unfortunately, what we are seeing right now is continued spending growth followed by discussions about how to tax people even more to pay for it,” said Sally Turner. “Instead of making Illinois more competitive, these proposals move Illinois in the opposite direction, hurting farmers, small businesses and taxpayers alike.”</p>
<p>Senator Chapin Rose said the late-night budget drop has become an annual tradition that working families pay for every time.</p>
<p>&#8220;The Governor&#8217;s budget was already about $900 million out of balance when he proposed it. That is not a rounding error,&#8221; Rose said. &#8220;While most of the state is asleep, the real budget drops, 3,000 pages or so, about an hour before we are expected to vote. We may not even know about all the new taxes, fees, and transfers until after the vote is taken.&#8221;</p>
<p>After eight years under Governor Pritzker, Illinois families face one of the highest overall tax burdens in the country, and the state is tied for the worst unemployment rate in the Midwest.</p>
<p>&#8220;Families are already stretched. Businesses are already leaving,&#8221; Rose said. &#8220;And in just a few days, in the middle of the night, it is going to get a little worse, just like it does every May.&#8221;</p>

<p>Full Text:</p>
<p>Few states possess the embedded advantages Illinois does: unmatched road, rail, and river infrastructure, global air transportation, world-class universities, fertile farmland, and one of the nation’s largest economic hubs in Chicago. We sit at the center of America’s economy and have every ingredient necessary to lead the Midwest in growth, innovation, manufacturing, logistics, and investment.</p>
<p>So why does Illinois continue to lag behind neighboring states?</p>
<p>Ensuring our state’s success requires strong and steady leadership from the top. To his credit, Governor JB Pritzker has supported several important economic development initiatives and has demonstrated a willingness to pursue large-scale investment opportunities. Those efforts matter. But Illinois still needs a clearer and more unified long-term growth strategy — one that brings leaders together around the shared goal of making Illinois the economic powerhouse it should be.</p>
<p>We need stronger leadership from the Governor to protect the economic tools that help create jobs and attract investment. Especially as the progressive socialist wing of the Democratic Party continues to push a narrative that economic growth equals corporate greed, we need our Governor to boldly and decisively push back against efforts to eliminate or weaken tools that have helped create thousands of jobs and attract billions in investment.</p>
<p>Consider the Blue Collar Jobs Act of 2019. The law was the product of bipartisan negotiations and a shared recognition that Illinois must modernize its approach to job creation and capital investment. At a time when cooperation is rare in Springfield, it demonstrated that common ground is still possible when the focus is on people and not politics.</p>
<p>Efforts to repeal the Blue Collar Jobs Act, as called for in Senate Bill 3796, would undermine that progress. This Act helps create good-paying construction jobs that help families pay mortgages, put food on the table, and build long-term financial stability. It has sustained thousands of workers across Illinois by encouraging development that keeps skilled tradespeople employed and local economies moving.</p>
<p>The Governor should make preservation of the Blue Collar Jobs Act a central part of his economic agenda and push back against efforts by those within his own party who portray economic growth as inherently negative.</p>
<p>The same is true for data centers. When structured responsibly, these projects bring billions in private investment, create high-quality jobs, expand local tax bases, and can provide meaningful property tax relief to communities. Yet some lawmakers would rather block those opportunities than compete for them.</p>
<p>Illinois must also compete for transformational projects, including the future of the Chicago Bears. A modern stadium and surrounding development would generate billions in investment, create thousands of jobs, expand tourism, and drive long-term economic growth. While Illinois Democrats continue to squabble and fail to produce a coherent plan to keep the team, Indiana has aggressively positioned itself to attract it. Keeping the Bears in Illinois will require the Governor to lead his own party toward a workable plan before the State of Indiana closes the deal.</p>
<p>Illinois cannot afford to move backward. A real economic agenda would focus on growth. It would create jobs, protect job creators from punitive tax increases, expand workforce development, streamline regulations, accelerate infrastructure investment, and aggressively pursue transformative projects that generate long-term prosperity.</p>
<p>Illinois has every advantage necessary to succeed, and Republicans want to be partners in its success. The only question is whether our state’s top leadership is willing to pursue an economic vision bold enough to match this state’s extraordinary potential.</p>

										<content:encoded><![CDATA[<p>In recognition of his ongoing commitment to protecting animals and supporting and sponsoring policies that promote their humane treatment, Illinois State Senator Seth Lewis (R-Bartlett) has been named “Legislator of the Year” by DuPage Animal Friends.</p>
<p>Senator Lewis received the award during the organization’s annual Furever Friends Gala held recently in Oak Brook. The honor follows Lewis earning a perfect 100% score on the group’s last two legislative scorecards, reflecting his support for every animal welfare measure scored during the four-year review period.</p>
<p>“I am truly honored to receive this recognition from DuPage Animal Friends,” said Lewis. “Protecting animals from cruelty and exploitation is something that should bring people together, regardless of political affiliation. Illinois has made meaningful progress in strengthening animal welfare laws, and I am proud to have supported those efforts.”</p>
<p>Among the legislative initiatives supported by Lewis were measures to prohibit pet insurance discrimination based on dog breed, ban surgical declawing of cats, crack down on puppy mills, prohibit toxicity testing on dogs and cats when not required by law, and strengthen penalties and restrictions for individuals convicted of animal cruelty offenses.</p>
<p>Lewis also supported legislation preventing predatory financing practices involving pets, expanding protections under Illinois’ Ivory Ban Act, restricting direct human contact with bears and primates, and tightening the legal definition of “dog dealer” to better regulate commercial animal sales.</p>
<p>“Animals deserve humane treatment and responsible protections under the law,” Lewis said. “Whether it’s preventing abuse, improving standards of care, or holding bad actors accountable, these policies reflect basic compassion and common sense.”</p>
<p>The recent award is not the first time Lewis has been recognized for his work on animal welfare issues. In 2021, he received the organization’s “Humane Legislator Award” for his support and sponsorship of animal protection legislation.</p>
<p>“I appreciate the advocacy and partnership of organizations like DuPage Animal Friends that work every day to promote responsible animal welfare policies,” Lewis added. “I look forward to continuing that work in the Illinois Senate.”</p>

										<content:encoded><![CDATA[<p><strong>Lawmakers Enter Final Two Weeks of Session</strong></p>
<p>With just two weeks remaining before the scheduled May 31 adjournment, Illinois lawmakers still have numerous major issues to resolve before the spring legislative session comes to a close.</p>
<p>The biggest task ahead will be passing the state’s next budget. Gov. J.B. Pritzker’s proposed FY 26-27 budget totals about $56 billion, and the plan relies on more than $700 million in new taxes and fund sweeps at a time when Illinois families are already facing an affordability crisis.</p>
<p>As a Senate Republican budgeteer, I am at the table fighting to protect taxpayers from another spending plan built on higher taxes, while pushing for a responsible budget that provides relief to hardworking families and businesses across Illinois.</p>
<p>Lawmakers are also expected to continue discussions on other high-profile proposals, including a megaprojects bill aimed at keeping the Bears football franchise in Illinois.</p>

I was honored to be recognized for my work in this important area.</p>
<p>I received a perfect 100% score on the group’s last two legislative scorecards, which means I voted their position on every bill brought forward during the four-year scoring period. Those votes include:</p>
<ul>
<li>Prohibiting pet insurance providers from refusing coverage or charging increased premium rates to dog owners based on a dog’s breed</li>
<li>Addressing predatory, exploitative lending and interest-rate gauging by clarifying laws so that dogs and cats cannot be financed by third party lenders</li>
<li>Banning surgical claw removal on cats</li>
<li>Cracking down on puppy mills by prohibiting the sale of commercially-raised dogs and cats in pet stores</li>
<li>Banning people with previous animal cruelty convictions from having animals in their home by mandating the forfeiture of all pets if an individual has been found guilty of dogfighting, aggravated cruelty, or animal abuse</li>
<li>Amending the state’s Ivory Ban Act by restricting the sale of parts or products from a variety of other animals</li>
<li>Banning toxicity testing on dogs and cats when not required by law</li>
<li>Prohibiting humans from intentionally coming into direct contact with bears or other primates</li>
<li>Tightening the legal definition of “dog dealer” to exclude those who sell dogs at retail to the public</li>
</ul>

<p>I recently joined Senate Republican Leader John Curran and Assistant Senate Republican Leader Sally Turner at a Capitol press conference to raise concerns about several new tax increase proposals being pushed in Springfield.</p>
<p>Ahead of a Senate Revenue Committee hearing, we warned that proposals to repeal key provisions of the Blue Collar Jobs Act and impose new taxes, including a digital advertising tax, would increase costs for families, discourage business investment, and threaten good-paying jobs across Illinois.</p>
<p>During my comments, I focused mainly on the Blue Collar Jobs Act and efforts by some to repeal the beneficial, job-creating tools. The Act, approved through bipartisan negotiations in 2019, supports good-paying construction jobs that help families pay the mortgage, put food on the table, and build a stable future. Eliminating these economic incentives would directly impact working men and women throughout Illinois by reducing projects, investment, and employment opportunities.</p>
<p>We also expressed concern that higher taxes on businesses and manufacturers would make Illinois less competitive and drive investment to neighboring states. We urged lawmakers to reject the proposed tax hikes that are currently pending before the Senate Revenue Committee, and instead focus on policies that encourage economic growth, strengthen job creation, and provide long-term stability for Illinois families and businesses.</p>

<p><strong>Lewis Presents Addison Firefighter-Paramedic with Honorary Resolution for Receipt of Medal of Honor</strong></p>

<p>Last week, I had the distinct privilege of presenting Addison Firefighter-Paramedic Gino Casciola of the Addison Fire Protection District #1 with an honorary Senate resolution for bravery shown during a serious fire on May 21, 2025. Casciola’s extraordinary actions on that day saved the lives of five firefighters when the situation deteriorated, an order to evacuate was given, and some responders faced heavy fire, extreme heat, and zero visibility. Casciola only exited the structure after accounting for all five responders (two lieutenants and three firefighter-paramedics) were safely removed from the structure and were able to survive the incident without injury.</p>

<p><strong>Senator Lewis Co-Sponsors Legislation to Strengthen Protections for Student Victims of Sexual Assault</strong></p>
<p>Legislation that strengthens protections for students who are victims of sexual assault in schools was passed in the Illinois Senate with broad bipartisan support recently. I am a proud co-sponsor of the bill.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=939&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=158671&amp;SessionID=114"><strong>Senate Bill 939</strong></a> establishes a minimum one-year expulsion for students who commit or attempt sexual assault at school or during school-sponsored activities.</p>
<p>The proposal was introduced in response to incidents across the state where students who committed sexual assault were not removed from the school environment, raising concerns about safety and accountability, and generating accusations that the schools were trying to sweep the incidents under the rug.</p>
<p>The bill creates clear consequences for serious misconduct and ensures schools take appropriate action when these incidents occur. School boards would have the ability to review the punishment, but would be required to vote on how to handle the situation, making it much more difficult to hide instances of sexual assault.</p>
<p>The bill now awaits action in the House of Representatives.</p>

<p><strong>District 24 School Receives “Safe Routes to School” Grants</strong></p>

Congratulations to Lake Park High School for receiving a 2026 “Safe Routes to School” grant for $250,000. The funds will be used to install pedestrian refuge islands and rapid-flashing beacons at two mid-block crosswalks on West Bryn Mawr Avenue.</p>
<p>Illinois’ Safe Routes to School grant program is a vital investment in student safety and community infrastructure. The program helps local governments improve sidewalks, crosswalks, bike paths, and traffic safety measures that make it safer for children to travel to and from school. In many communities, aging or incomplete infrastructure creates serious risks for students and families. These grants help address those safety concerns while giving parents greater peace of mind.</p>
<p>The program also promotes healthier lifestyles and stronger communities by encouraging students to walk or bike to school safely. In addition to improving safety, these projects can reduce traffic congestion near schools, improve accessibility, and benefit residents of all ages who rely on safe pedestrian infrastructure.</p>

<p><strong>Annual Police and Firefighter Memorial Ceremonies Recognize First Responders Who Made the Ultimate Sacrifice</strong></p>

<p>Each year, lawmakers, families, and community members gather at the State Capitol to honor first responders who lost their lives in the line of duty. The annual Illinois Police Officers’ Memorial Ceremony was held on May 6, and the Firefighters’ Memorial Ceremony was held on May 12.</p>
<p>Both ceremonies included meaningful processions and speeches that honored the recently fallen, and in the case of the Police Officers Memorial, those who gave their lives many years ago, before the annual event was held. This year, the names of eight officers were formally added to the memorial. For the Firefighters’ Memorial, one name was added to the rolls this year.</p>
<p>The ceremony included a procession of squad cars from agencies across the state and a memorial service recognizing both recently fallen officers and officers whose sacrifices occurred many years ago. During the event, the names of eight officers were formally added to the Illinois Peace Officers Memorial.</p>
<p>These ceremonies serve as important reminders of the courage and dedication demonstrated by first responders across Illinois. Honoring fallen heroes ensures their service and sacrifice are never forgotten.</p>

<p class="x_MsoNormal">During a Capitol press conference ahead of a Senate Revenue Committee hearing, Republican lawmakers warned that repealing key provisions of the Blue Collar Jobs Act and imposing new taxes, such as a digital advertising tax, would drive up costs, discourage investment, and put working families at risk.</p>
<p class="x_MsoNormal">“Illinois doesn’t have a revenue problem; we have a spending problem,” Curran said. “Endless tax increases are pushing businesses out. If we want to be a welcoming state, we need to welcome businesses.”</p>
<p class="x_MsoNormal">Curran pointed to lagging economic indicators as evidence that current policies are not working.</p>
<p class="x_MsoNormal">“We rank near the bottom nationally in job growth, and tens of thousands of residents are leaving our state each year,” he said. “That is not a coincidence. It is the direct result of policies that prioritize more spending over economic growth.”</p>
<p class="x_MsoNormal">Among the proposals discussed was Senate Bill 3353, which would create a new tax on digital advertising. Lawmakers warned that the cost of the tax would ultimately be passed on to small businesses and consumers.</p>
<p class="x_MsoNormal">“This is a tax on the small business owner trying to grow,” Curran said. “It will be paid by the mom starting a home bakery, the local shop printing team t-shirts, and families already stretched thin trying to afford everyday essentials.”</p>
<p class="x_MsoNormal">State Senator Seth Lewis focused on the potential repeal of the Blue Collar Jobs Act, emphasizing the impact on workers and job creation.</p>
<p class="x_MsoNormal">“First and foremost, the Blue Collar Jobs Act is about people,” Lewis said. “It supports good-paying construction jobs. Jobs that help families pay the mortgage, put food on the table, and build a stable future.”</p>
<p class="x_MsoNormal">Lewis warned that eliminating the program would directly reduce job opportunities across the state.</p>
<p class="x_MsoNormal">“When you eliminate these incentives, the first people to feel it are workers: fewer projects, fewer opportunities, and fewer chances at steady, family-supporting employment,” he said. “At a time when families are already facing higher costs, the last thing they need is government making it harder to find good-paying work.”</p>
<p class="x_MsoNormal">He also stressed the broader economic impact of the policy.</p>
<p class="x_MsoNormal">“When you make it more expensive to produce in Illinois, you make it easier to produce somewhere else,” Lewis said. “Higher costs mean fewer jobs, less investment, and ultimately higher prices for families.”</p>
<p class="x_MsoNormal">Assistant Senate Republican Leader Sally Turner highlighted how the proposals would disproportionately impact rural communities, particularly through the elimination of tax incentives for biodiesel and renewable diesel.</p>
<p class="x_MsoNormal">“In districts like mine, agriculture is not just part of the economy. It is the backbone of it,” Turner said. “Biodiesel creates a strong, reliable market for crops our farmers grow, especially soybeans.”</p>
<p class="x_MsoNormal">Turner said removing those incentives would come at a time when farmers are already under significant financial pressure.</p>
<p class="x_MsoNormal">“This is the worst possible time to pull support away from our farmers,” she said. “When you eliminate these incentives, you reduce demand for their crops and put even more strain on farm families and rural economies.”</p>
<p class="x_MsoNormal">She also warned that the impact doesn’t just stop at the farm; it would lead to higher prices at the pump and on everyday essentials.</p>
<p class="x_MsoNormal">“Biodiesel is a key part of our fuel supply, especially for trucking and transportation of goods,” continued Turner. “When you raise the cost of fuel, you raise the cost of moving goods, and those costs get passed on to families.”</p>
<p class="x_MsoNormal">Lawmakers concluded by urging their colleagues to reject the proposed tax increases and policy rollbacks, and instead focus on long-term solutions that promote economic growth and stability.</p>
<p class="x_MsoNormal">“We should be building on policies that support workers and encourage investment, not dismantling them,” Lewis said. “For the sake of our economy and the families who call Illinois home, we need to move in a different direction.”</p>

Members from both chambers will be pushing personal and caucus-backed legislation leading up to our scheduled May 31 adjournment.</p>
<p>Before the General Assembly adjourns, lawmakers must take up bills that have advanced from the opposite chamber. As in previous years, the biggest task ahead will be passing the state’s next budget. Gov. J.B. Pritzker’s proposed FY 26-27 budget totals about $56 billion, but his plan depends on more than $700 million in new revenues that have not yet been approved by lawmakers.</p>
<p>The final weeks of session will likely feature more than just budget negotiations, with lawmakers also taking up a series of contentious proposals, including a megaprojects bill directed toward keeping the Bears football franchise in Illinois.</p>
<p>As a budgeteer for the Senate Republican Caucus, I will stand firm in calling for transparency and fiscal responsibility. Illinois families cannot afford another budget built on new taxes, short-term fixes, and higher costs.</p>

<p>Last week, I welcomed about thirty 7th-grade students from St. Walter’s Catholic School in Roselle to the Illinois State Capitol. The group toured the Capitol and had the opportunity to visit the Senate floor, where the accompanying photo was taken. It was great to see so many inquisitive young minds in action. These students asked thoughtful, engaging questions and showed a genuine interest in how state government works. Thank you to the students and teachers from St. Walter for visiting and making the day so enjoyable!</p>

<p><strong>Lewis Participates in Groundbreaking for New Tovala Facility in Winfield</strong></p>

<p>A few weeks ago, I was pleased to join Brennan Investment Group, Tovala, and local leaders for the groundbreaking of a new 140,340-square-foot, state-of-the-art food processing facility in Winfield. This exciting project marks a major milestone for our region and reflects continued investment in our local economy.</p>
<p>The new facility will significantly expand Tovala’s food manufacturing capabilities and support the company’s continued growth. It also highlights the strength of our region as a destination for innovative companies looking to grow and succeed in Illinois. I was proud to stand alongside community partners who worked hard to bring this project to Winfield.</p>
<p>This development will create high-quality jobs, strengthen our local tax base, and provide long-term support for schools, infrastructure, and essential services. Investments like this help ensure our communities remain strong and competitive for years to come.</p>
<p>I want to thank the Village of Winfield and all project partners for their leadership and collaboration in making this project a reality. Construction is now underway, with completion expected in 2027, and I look forward to seeing the positive impact it will have on families across our district.</p>

<p><strong>Proposed Redistricting Amendment Fails to Advance in Senate</strong></p>
<p>A proposed constitutional amendment (<a href="https://ilga.gov/Legislation/BillStatus?DocNum=28&amp;GAID=18&amp;DocTypeID=HJRCA&amp;LegId=168325&amp;SessionID=114"><strong>HJRCA 28</strong></a>) aimed at changing the standards used to draw Illinois legislative districts failed to advance in the Senate last week. Specifically, the IL proposition would have allowed race to be prioritized over other legislative boundary indicators, such as districts being contiguous and compact. Because the measure did not meet the required deadline for Senate passage prior to adjournment last Thursday, it is no longer eligible for voter consideration this year.</p>
<p>The proposal raised concerns due to language that critics argued would further weaken protections intended to promote fairness and reduce political influence in the redistricting process. These protections are designed to help ensure that district boundaries reflect communities, rather than political advantage.</p>
<p>Illinois’ current legislative maps have already faced scrutiny. The state received an “F” grade for gerrymandering from the <strong><a href="https://gerrymander.princeton.edu/redistricting-report-card/?planId=recVPQuH6bmq0dNWQ">Princeton Gerrymandering Project</a></strong>, with concerns centered on district lines that divide communities and appear to favor political insiders.</p>
<p>The timing of the proposed constitutional amendment’s failure to advance also coincides with a major federal court decision issued last week. In a 6–3 ruling, the U.S. Supreme Court, in the case of <strong><a href="https://www.supremecourt.gov/opinions/25pdf/24-109_21o3.pdf">Louisiana v. Callais</a></strong>, limited a key provision of the federal Voting Rights Act and concluded that using race as a primary factor in drawing legislative districts violates the U.S. Constitution.</p>
<p>With the amendment no longer moving forward, existing redistricting standards remain in place.</p>

<p><strong>Senator Lewis Engages with Sierra Club on Key Legislation</strong></p>

The conversation provided an opportunity to hear directly from advocates about priorities such as conservation, clean energy, and responsible development.</p>
<p>Engaging with stakeholder groups like the Sierra Club helps ensure that a wide range of perspectives are considered as policies are shaped. I value these discussions as an important part of the legislative process and as a way to stay informed on issues impacting local communities and natural resources. Constructive dialogue like this plays a critical role in finding balanced, practical solutions. I look forward to continuing these conversations as legislation moves forward.</p>

<p><strong>Court Upholds Madigan Conviction, Reinforcing Accountability in Public Service</strong></p>
<p>A federal appeals court has upheld the corruption conviction of former Illinois House Speaker Michael Madigan, finding the evidence of wrongdoing “overwhelming.” The court rejected arguments that his actions reflected routine politics, instead concluding he engaged in a clear quid pro quo, using his public office to benefit allies in exchange for financial gain tied to Commonwealth Edison and others.</p>
<p>In its opinion, the court emphasized that this conduct went far beyond typical political relationships or advocacy. Judges pointed to a sustained pattern in which official actions were linked to financial benefits for associates, underscoring that such arrangements violate the law and erode confidence in government. The ruling makes clear that longstanding influence or political stature does not place anyone above accountability.</p>
<p>When public officials abuse the public trust, accountability must follow. Upholding this conviction sends a strong message that corruption at any level of government will not be tolerated.</p>
<p>At a time when restoring confidence in public institutions is critical, the court’s decision affirms the importance of ethical leadership and transparency. Illinois residents deserve a government that works in their best interests, and this ruling highlights the continued responsibility of public officials to serve with integrity.</p>

<p>I recently joined community leaders in downtown Chicago for the raising of the Moldovan tricolor at Daley Plaza in recognition of Moldovan National Flag Day. The ceremony commemorated Moldova’s adoption of its national flag on April 27, 1990, and celebrated the rich cultural heritage and contributions of the more than 30,000 Moldovan-Americans in the Chicagoland area. Following the ceremony, we gathered to recognize outstanding members of the Moldovan community for their civic, cultural and economic impact. The event highlighted Illinois’ proud tradition of honoring the diverse communities that strengthen our state.</p>

<p>By dialing 2-1-1, Illinoisans from all 102 counties now have access to free, confidential services by phone. This milestone expands access to a variety of critical resources through a coordinated statewide system designed to connect individuals and families in crisis with vital assistance. The 2-1-1 system can assist with:</p>
<ul>
<li><strong>Basic Human Needs </strong>like clothing, food, shelter, and rent and utility assistance.</li>
<li><strong>Legal Support</strong> when you need mediation, to understand your landlord-tenant rights, or a legal hotline to get your questions answered.</li>
<li><strong>Physical and Mental Health Resources </strong>that support finding health insurance, accessing Medicaid and Medicare, urgent medical information lines, and critical crisis intervention services.</li>
<li><strong>Employment Supports</strong> for a job search, job training, transportation assistance, or education programs.</li>
<li><strong>Support for Older Americans and Persons with Disabilities </strong>that connect you to adult day care, durable medical equipment, respite care, home health care, and independent living programs – to name a few.</li>

										<content:encoded><![CDATA[<p><strong>Key Bill Deadline Passes in Senate and House</strong></p>
<p>Friday, April 17 marked a significant milestone in the legislative process, as it was the deadline for most bills to pass out of their chamber of origin in order to remain viable this session. In the Senate, 149 bills were approved and will now move to the House of Representatives for further consideration. Sponsors will continue working to advance their legislation through the committee and floor process in the opposite chamber.</p>
<p>Lawmakers are spending time in their home districts this week, meeting with constituents and discussing legislative priorities. When the General Assembly returns to Springfield during the final week of April, attention will turn to reviewing House bills that met the same April 17 deadline.</p>
<p>While this deadline is an important benchmark, exceptions may be granted, allowing certain bills additional time to advance. Budget and appropriations measures also follow a different timeline and are typically considered later in the session, with final decisions expected toward the end of May.</p>

<p><strong>Lewis Highlights Importance of Energy Choice at Capitol Press Conference</strong></p>

<p>Last week, I joined a bipartisan coalition of lawmakers and advocates for a press conference held by the Clean Energy Choice Coalition (CECC). At the Springfield event, we shared the results of a recent statewide research poll that shows strong, bipartisan support for consumer choice in home energy decisions and a growing resistance to government mandates that restrict options.</p>
<p>The poll, issued to more than 900 individuals across Chicagoland and downstate Illinois, shows that Illinoisans want the choice to power their homes in their own hands, rather than accept one-size-fits-all energy policies.</p>
<p>According to the poll, 82 percent of Illinoisans support homeowners, renters, and homebuyers choosing how to power their homes, including with natural gas. That support spanned regions and political affiliations, and was strong even among households that currently use electric-only power sourcing.</p>
<p>The data also underscores that larger economic issues continue to shape Illinoisans’ mindsets. Across demographic groups, 64 percent of those polled reported that personal finances, cost-of-living concerns, including housing, groceries, and utilities, rank the highest among their ongoing concerns.</p>
<p>The poll results not only reflect residents’ sentiments but also point to real-world consequences already evident across Illinois. For the workers who build, maintain, and operate the state&#8217;s energy infrastructure, these policy debates directly affect jobs, grid reliability, and the security of delivering reliable energy to homes and businesses.</p>

<p><strong>Lewis Honors His Parents with Senate Resolution for Their Public Service</strong></p>

I welcomed my parents, Philip and Maureen Lewis, to the Senate floor, where they were recognized with an official Senate resolution celebrating their decades of service to their community.</p>
<p>Throughout their lives, my parents have demonstrated an unwavering commitment to public service, whether through local and county government, community organizations, or simply lending their time and talents to improve the lives of others. Their example has left a lasting mark not only on Kane County but also on our family.</p>
<p>In presenting the resolution, I reflected on the values instilled in my siblings and me from an early age: a deep respect for volunteerism, a strong sense of civic responsibility, and a belief in giving back to the community. Those principles have guided my path in public service.</p>

<p><strong>New Relief Package Takes Aim at Rising Costs for Illinois Families</strong></p>
<p>Illinois families are facing rising costs at every stage of life, from childcare and preschool to everyday essentials like diapers and prescription medications.</p>
<p>These are not optional expenses. For many families, these are necessary costs that continue to increase, making it harder to stay in the workforce and make ends meet.</p>
<p>On Tax Day (April 15), Senate Republicans highlighted these challenges and introduced a legislative package aimed at providing relief. The proposals focus on reducing costs, expanding access to childcare and early education, and supporting the workforce that makes those services possible.</p>
<p>The package includes <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1647&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160500&amp;SessionID=114"><strong>Senate Bill 1647</strong></a>, which creates a tax credit of up to $1,500 per child to help families afford preschool. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1646&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160499&amp;SessionID=114"><strong>Senate Bill 1646</strong></a> would provide a refundable tax credit for early childhood educators to improve retention in a field that is critical to maintaining access to care.</p>
<p>Additional legislation, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3851&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167272&amp;SessionID=114"><strong>Senate Bills 3851</strong></a> and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3869&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167299&amp;SessionID=114"><strong>3869</strong></a>, would eliminate state sales taxes on prescription medications and diapers, helping families and seniors better afford basic necessities.</p>
<p>The package also includes <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2277&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162062&amp;SessionID=114"><strong>Senate Bill 2277</strong></a>, which increases incentives for businesses to provide on-site childcare, and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2382&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162377&amp;SessionID=114"><strong>Senate Bill 2382</strong></a>, which creates a tax credit for donating property for childcare use.</p>
<p>These efforts are focused on addressing the real financial pressures families face every day and making Illinois a more affordable place to live and work.</p>

<p>I am a proud member and co-chair of the legislature’s new Neurodiversity Caucus. This bipartisan and bicameral group of lawmakers works from a mission of four pillars: Support, Access, Resources, and Education, with hopes of bringing forward public policy that makes life easier for all.</p>
<p>I recently had an opportunity to sit down and film a segment for the Illinois Insiders podcast with fellow co-chair, State Representative Nicole La Ha. We discussed the importance of this new group and how we are working in a bipartisan manner to bring attention to the incredibly important issue of how state government can best support those across the autism spectrum and the intellectually and developmentally disabled (IDD) community in Illinois.</p>

<p>During the conversation, moderated by NBC Chicago News Anchor Stefan Holt (shown in the photo on the left), I emphasized the importance of strengthening local journalism, particularly in rural and suburban areas where access to reliable news is increasingly limited. At the same time, I underscored concerns about the role of government in funding media, stressing that any approach must remain content-neutral, transparent, and free from political influence.</p>
<p>My remarks contributed to a broader discussion among lawmakers and stakeholders about refining existing programs, encouraging private-sector innovation, and ensuring that efforts to sustain local journalism deliver real value to communities across Illinois.</p>

<p><strong>Lewis Supports Safety Standards for E-Bikes, Other Micromobility Devices</strong></p>
<p>Last week, the Illinois Senate unanimously approved legislation (<a href="https://ilga.gov/Legislation/BillStatus?DocNum=3336&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=166189&amp;SessionID=114"><strong>Senate Bill 3336</strong></a>) establishing statewide safety standards for high-speed e-bikes and other micromobility devices, such as electric scooters and skateboards. I supported the measure to help bring consistency and clarity to a rapidly evolving area of transportation. The bill addresses the growing use of faster, more powerful electric devices by setting age requirements, establishing safety rules, and requiring licensing, registration, and insurance for the highest-speed models that exceed 28 miles per hour.</p>
<p>This legislation replaces a patchwork of local regulations with uniform statewide standards designed to improve public safety for both riders and pedestrians while ensuring responsible use of emerging technologies. If approved by the House and signed into law, the new rules would take effect January 1, 2027.</p>

<p>“The federal Medicare system can be tricky to navigate, and it is important that enrollees ensure they have adequate coverage between Medicare and supplemental plans that are available,” said Lewis. “We are bringing in experts who can help current enrollees understand the system, and help those approaching Medicare eligibility prepare to apply for coverage.”</p>
<p>Representatives from the Illinois Department on Aging will provide an overview of the Medicare program, including eligibility, enrollment, benefits, and other helpful information. A question and answer period will be included, and current enrollees and those approaching eligibility age are encouraged to attend. Family members are welcome to join their loved ones at this informative session.</p>
