Starting July 1, a wide range of new laws will take effect across Illinois.
These measures cover everything from human rights and education to health care, insurance, judiciary, and more. The following list includes both new laws taking effect and components of eistinglaws taking effect. Here’s a look at what’s going into law:
STATE BUDGET
State Budget (SB 2510) – 104th General Assembly: Enacts a $55 billion budget for Fiscal Year 2025–2026—the largest in state history—marking a 40% spending increase over six years, with new tax hikes and funding for Democrat pork projects.
HUMAN RIGHTS
Employee Reporting Data (HB 2297) – 103rd General Assembly: State agencies must now include data on non-binary and gender non-conforming person when reporting on employment records.
Interpreter Access (HB 5172) – 103rd General Assembly: Requires state agencies to provide free interpreters and translated notices in 13 languages during administrative hearings when requested or deemed necessary.
Student Accommodations and Confidentiality (HB 3223) – 102nd General Assembly: Allows students facing disciplinary action to cite pregnancy, parenting, or domestic/sexual violence as mitigating factors and ensures access to remote learning and confidentiality protections.
Customized Employment Demonstration Program (HB 5354) – 103rd General Assembly: Expands a pilot to a full employment program for individuals with disabilities, aiming to serve at least 40 people by July 1, 2025.
Birth Certificates for Stillbirth (SB 3182) – 103rd General Assembly: Hospitals must inform parents of their right to request a birth certificate in cases of stillbirth during or after 20 weeks of a gestation period.
JUDICIARY
Vital Record (HB 4727) – 103rd General Assembly: Waives birth record fees for guardianship cases handled by the State Guardian and sets new standards for verifying guardianship status.
Office of Statewide Pretrial Services (HB 4621) – 103rd General Assembly: Creates a new statewide office within the judiciary to oversee pretrial services, with leadership and funding controlled by the Illinois Supreme Court.
INSURANCE
Insulin Costs (HB 2189) – 103rd General Assembly: Caps the cost of a 30-day supply of insulin at $35.
Vehicle Total Loss Transparency (HB 5559) – 103rd General Assembly: Insurers must explain how total loss decisions are made when vehicles are declared totaled.
EDUCATION
Student Discipline & Safety Guidance (SB 1400) – 103rd General Assembly: ISBE must develop new guidance on student re-engagement, bus safety, and reciprocal reporting systems; all school staff must be trained in student discipline policies.
Direct Support Professional Training (SB 1558) – 103rd General Assembly: Establishes a statewide, for-credit training program for direct support professionals across community colleges.
School Treasurer Governance Reform (HB 305) – 103rd General Assembly: Allows certain school districts to leave township treasurer oversight and appoint their own treasurer and trustees.
HEALTH AND HUMAN SERVICES
Assisted Living (HB 5000) – 103rd General Assembly: Allows assisted living facilities to admit residents who need catheter care, including insertion and replacement, if done by a licensed professional or self-administered.

State Agencies Opioid Antagonists (HB 5028) – 103rd General Assembly: Permits state agencies to keep and administer opioid-reversal drugs if staff are properly trained.
CRIMINAL JUSTICE
Prostitution Reform (HB 4410) – 103rd General Assembly: Prohibits law enforcement from engaging in sexual acts during prostitution investigations and updates outdated statutory language to reflect modern standards.
Corrections Records Digitization (SB 422) – 103rd General Assembly: Requires the Department of Corrections to digitize all new inmate files by July 1, 2025 and all related records by July 1, 2027.
ENVIRONMENT
Ban on Small Plastic Toiletry Bottles (SB 2960) – 103rd General Assembly: Hotels with 50+ rooms must stop offering small plastic toiletry bottles in rooms by July 1, 2025; all hotels must comply by 2026.
TRANSPORTATION
Highway Noise Reduction Program (SB 3175) – 103rd General Assembly: Authorizes IDOT to implement a noise abatement program on existing highways.
EQUITY
Supplier Diversity Oversight (SB 3238) – 103rd General Assembly: Shifts oversight of state supplier diversity efforts from CMS to the Commission on Equity and Inclusion.
PUBLIC SAFETY
911 and Behavioral Health Coordination Deadline Extension (SB 3648) – 103rd General Assembly: Pushes the deadline to integrate behavioral health and emergency services coordination via 911 to July 1, 2025.
