<p> I recently participated in a press conference where two of my colleagues and I introduced a legislative package aimed at supporting small businesses, providing relief to workers, and improving Illinois’ economic competitiveness. <p/>

<p>Our proposals come as Illinois continues to face economic challenges, including projected population loss, slow job growth, and rising costs for employers and families.<p/>

<p>Illinois must take steps to become a more competitive and business-friendly state. The legislative package includes several proposals designed to reduce costs and support economic growth. The bill package includes the following measures:<p/>

<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=3786&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167106&amp;SessionID=114"><strong>Senate Bill 3786</strong></a> (Lewis) would create a Legacy Tax Credit for businesses headquartered in Illinois, rewarding companies for long-term investment and job creation. <p/>
<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=3792&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167113&amp;SessionID=114"><strong>Senate Bill 3792</strong></a> (Wilcox) would eliminate Illinois&#8217; income tax on tipped wages, allowing workers to keep more of what they earn.<p/>

<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=137&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157340&amp;SessionID=114"><strong>Senate Bill 137</strong></a> (Wilcox) would increase the retailer’s discount for small businesses, helping offset the cost of collecting and remitting sales taxes to the State of Illinois.<p/>
<p>
<a href="https://ilga.gov/Legislation/BillStatus?DocNum=2763&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=164692&amp;SessionID=114"><strong>Senate Bill 2763</strong></a> (Syverson) would allow individuals and small business owners to deduct health insurance premiums and out-of-pocket medical expenses from their state taxes.<p/>
<p>
The package is designed to help businesses remain in Illinois, support workers, and strengthen the state’s economy.<p/>

<strong>Appointments Filling Up for April 22 Mobile DMV Event in Wheaton </strong>

<p>Thank you to everyone who attended the Mobile DMV event I hosted recently in Wheaton. Due to the popularity of these events, I am hosting another mobile DMV event in Wheaton on Wednesday, April 22. For the event, the Secretary of State’s Mobile Driver Services team will be at Wheaton City Hall from 10:00 AM to 2:00 PM. Appointment slots are filling up fast, but there are still about 10 appointments available. <span style="color: #ff0000;"><strong><u>Registration is required for this event and all appointments are expected to be filled</u></strong>.</span> <p/>

<p>Available services at this April 22 event include: <p/>

 	<li>Driver’s License/State I.D. Cards (renewal, replacement, corrections)</li>

This is especially important for those seeking a REAL I.D. You must have the proper documents with you if you want to complete a REAL I.D. transaction.<p/>

<p>Please note that seniors aged 78+ must visit an established Secretary of State Driver Services facility to renew a driver’s license. Payments for services must be made by check, credit card, debit card, or money order. No cash will be accepted. For additional information or help with pre-registration, please call my office.<p/>

<strong>Illinois Completes Statewide Upgrade to Next Generation 911 System</strong>

<p>The Illinois State Police has announced that all 169 Public Safety Answering Points (PSAPs) across Illinois have successfully transitioned to Next Generation 911 (NG911), marking a significant modernization of the state’s emergency response infrastructure.<p/>

<p> NG911 replaces the outdated, voice-based system with a secure, internet-based network that allows 911 calls to be routed based on a caller’s precise location rather than the nearest cell tower. This improvement helps reduce delays by ensuring callers are connected directly to the appropriate emergency responders without the need for transfers between dispatch centers.<p/>

<p>The upgraded system also enhances reliability. In the event of widespread emergencies such as severe storms or tornadoes, calls can be automatically rerouted to other 911 centers across the state, ensuring uninterrupted service for those in need.<p/>

<p>In addition, NG911 strengthens Text-to-911 capabilities, improving access for individuals who are unable to make voice calls. The system is also designed to support future advancements, including the potential for sharing photos and video with first responders during emergency situations.<p/>

<p>This transition reflects years of coordination and investment and will provide faster, more reliable, and more accessible emergency services for communities throughout Illinois.<p/>

<strong>Lewis, Sanalitro Meet with DuPage Mayors &amp; Managers Conference to Discuss Pending Bills that Negatively Affect Local Control</strong><p/>

<p>On Thursday, State Representative Jennifer Sanalitro and I met with several members of the DuPage Mayors &amp; Managers Conference (DMMC) to discuss legislation pending in Springfield that would negatively affect suburban communities and all of Illinois.<p/>

<p>Many of the attending mayors expressed concerns stemming from Governor Pritzker’s Building Up Illinois Developments (BUILD) Plan, which severely handicaps local control over important zoning issues, and his ongoing cuts to the Local Government Distributive Fund (LGDF). <p/>

<p>LGDF funds are used by municipalities to fund essential services, yet these vital funds are constantly under attack. Similarly, the BUILD Act would take local control away from our leaders. It would extend failed policies from Chicago statewide, and I don’t think anyone wants Brandon Johnson to have control over our cities and villages. We need to allow our local officials to have local control to decide what the residents need and want in their communities.<p/>

<p>In addition to local control issues, the group also discussed pending legislation that would increase pension obligations and issues related to public transit.<p/>

<p>Our last week in Springfield was incredibly busy and the halls were buzzing with advocacy groups that were in town to share their legislative agendas and priorities with lawmakers. In between committee hearings and floor action in the Senate, I took time to meet with several groups.<p/>

<p>In the collage above (L-R) I am seen with representatives from the University of Illinois Extension program and Illinois 4-H to discuss the value of agriculture and STEM education, students from Future Farmers of America (FFA) in town for Agriculture Day in Illinois, and representatives from the Illinois Department of Military Affairs to discuss my military recruitment bill (SB 3626). In the collage below (L-R) I am seen with constituent Michelle Grimestad and her children, in town for Homeschool Advocacy Day, a second homeschool family that delivered cherry pies to legislators on Homeschool Advocacy Day, and advocates from Autism Speaks to discuss ways we can continue supporting individuals and families across Illinois. I truly enjoy these conversations, as they help me take votes that align with the priorities of those I represent.<p/>

<p><strong>Lawmakers Wear Purple for Alzheimer’s Advocacy Day in Illinois</strong><p/>

<p>Lawmakers and advocates wore purple on March 25 to mark the Alzheimer’s Association Illinois Chapter’s 2026 Day of Action, an annual event focused on raising awareness and pushing for stronger dementia-related policies across the state.<p/><p>

The effort comes as Alzheimer’s disease continues to affect a growing number of families in Illinois. More than 250,000 Illinois residents are currently living with the disease, underscoring the need for policies that support patients, caregivers, and long-term planning.<p/><p>

By wearing purple, we highlighted both the urgency of the issue and the importance of continued legislative action to improve the lives of people affected by Alzheimer’s and other dementias.<p/>

<p>While back in the 24<sup>th</sup> District last week, I had the honor of presenting three different honorary Senate Resolutions to deserving individuals, groups, and businesses in the 24<sup>th</sup> District. In the photo collage above (L-R) I am shown congratulating St. Andrews Golf &amp; Country Club on 100 years of service, congratulating the Western DuPage Special Recreation Association (WDSRA) on 50 years of service, and wishing constituent Josephine Dabrowski a very happy 100<sup>th</sup> Birthday.<p/>

<strong>Illinois Trout Season Underway</strong> <p/>

<p>The 2026 Illinois spring trout fishing season opened on April 4 at 58 ponds, lakes, and streams statewide, with an early catch-and-release period already underway at select locations. During the early season, anglers must release all trout caught, while the regular harvest season allows a daily limit of five trout per angler.<p/>

<p>The Illinois Department of Natural Resources stocks more than 80,000 rainbow trout each spring, with additional stockings planned for the fall season. Funding for the program is supported through the sale of inland trout stamps purchased by anglers.<p/>

<p>Several updates have been announced for 2026, including new or returning stocking locations in McHenry, Macon, Wayne, and Adams counties. Officials also remind anglers that harvesting trout before the April 4 opener is prohibited and may result in citations.<p/>

<p>The spring trout season is a great way for families and outdoor enthusiasts to enjoy Illinois’ natural resources. I encourage residents to take advantage of local fishing opportunities while following regulations that help maintain healthy fish populations in the present and future.<p/>

<p>Demand for DMV driver services transactions remains high in this region. In fact, a mobile DMV event that will be held this week in Wheaton is already full.</p>
<p>Due to the popularity of these events, I am happy to announce that I will be hosting another mobile DMV event in Wheaton on Wednesday, April 22. For the event, I will be hosting the Secretary of State’s Mobile Driver Services team from 10:00 AM to 2:00 PM in the Wheaton City Council Chambers, located at 303 West Wesley Street, Wheaton.</p>

Additionally, before coming to the event, attendees are asked to visit <a href="https://www.ilsos.gov/">the official website for the Illinois Secretary of State</a> to learn about identification requirements for specific services. This is especially important for those seeking a REAL I.D. You must have the proper documents with you if you want to complete a REAL I.D. transaction.</p>

<p>This year I am co-sponsoring a legislative package to strengthen protections for children and crack down on trafficking, grooming, sexual exploitation, and predatory offenders.</p>
<p>The package is designed to close dangerous gaps in Illinois law, increase penalties for serious crimes involving minors, and ensure offenders who exploit children face stronger consequences.</p>
<p>The legislative package includes:</p>
<ul>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=284&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157738&amp;SessionID=114"><strong>Senate Bill 284</strong></a>, also known as Andrew’s Law, would eliminate plea deals for individuals charged with involuntary sexual servitude of a minor, trafficking in persons involving a minor, or grooming, preventing those charges from being reduced to lesser offenses. The bill would also make it a Class 4 felony for a child sex offender to work at, volunteer at, or be present at a facility that exclusively provides entertainment for minors.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=1572&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160317&amp;SessionID=114"><strong>Senate Bill 1572</strong> </a>would increase penalties for human trafficking and related crimes by raising each offense by one felony class. For the most serious Class X offenses, the bill would set a prison sentence of 9 to 45 years.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=2381&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162375&amp;SessionID=114"><strong>Senate Bill 2381</strong> </a>would require sex offender registration for individuals convicted of unauthorized video recording of minors in private spaces if the offense was found to be sexually motivated. The measure responds to a gap in current Illinois law that has allowed some offenders to avoid registration even in cases involving the secret recording of children in bathrooms, locker rooms, or other private areas.</li>
</ul>

<p>Protecting children must remain a top priority, and Illinois laws should reflect the seriousness and lasting harm caused by trafficking, grooming, and sexual exploitation.</p>

<p>I want to thank everyone who came out last week for my second annual Youth Job Fair that was co-hosted with State Representative Jennifer Sanalitro. It was an incredibly successful event that featured over 40 businesses that are actively hiring for summer help, full-time employment, and internships. The event was open to students and young adults across the 24<sup>th</sup> District aged 16-21.</p>
<p>As an added feature for this year’s fair, students had an opportunity to have a free professional headshot taken and have their resume reviewed by human resources professionals. Additionally, attendees had access to an interactive workshop hosted by WorkNet DuPage that helped high school students uncover the valuable skills they already gained through volunteering, sports, clubs, part-time jobs, and everyday activities. Participants learned how to identify, articulate, and apply those skills to college, vocational training, and future careers. They also explored strategies for continued skill building, even in activities that aren’t directly related to their dream job, and gained practical tips for resumes, applications, and interviews.</p>

<p>Feedback from this event was very positive, and I will definitely be bringing this event back next year.</p>

These internships offer hands-on experience and provide direct exposure to the inner workings of a State Senator’s office operations. Interns also gain valuable professional skills in the areas of communication, community outreach, and constituent services, and develop meaningful connections with elected officials and public service professionals that can support future careers in law, government, or advocacy.</p>

<p><strong>Project Next Generation Library Grants</strong></p>
<p>I take great pride in bringing state resource dollars back to communities, schools, libraries, park districts, and other units of government in the 24<sup>th</sup> District. Congratulations to the Bensenville Community Public Library District and the Wheaton Public Library for their recent receipt of Project Next Generation grants. Bensenville received a grant totaling $9,718, and Wheaton received $40,000 in grant funds.</p>
<p>The Project Next Generation grants, issued through the Illinois Secretary of State’s Office, support after-school and out-of-school initiatives that engage middle and high school students in educational activities while providing access to technology and mentors in public library settings. The program is funded with $521,044 in federal Library Services and Technology Act (LSTA) funds and $159,478 in state technology dollars.</p>
<p>All public libraries recognized as full member libraries within their regional library systems were eligible to apply, and each funded library submitted a detailed proposal outlining services and activities to engage students, along with an itemized budget that complies with federal and state cost requirements.</p>

<p>While most of my time is spent in Springfield this time of year, on the days when I am back home in the district, I enjoy meeting and talking with the constituents I represent. This includes our next generation of leaders.</p>
<p>I want to thank Lake Park High School for having me at its Career Fair recently. It was a great opportunity to talk with students about the work I do serving our community both in the district and in Springfield, and learning about the issues that are important to emerging adults. I also enjoyed meeting many of the other vendors and learning more about the opportunities available to students.</p>

<p><strong>Legislation Introduced to Create Illinois Pediatric Cancer Fund</strong></p>
<p>As you may recall, a few years ago I passed “Cal’s Law” (<a href="https://ilga.gov/Legislation/BillStatus?DocNum=2109&amp;GAID=16&amp;DocTypeID=HB&amp;LegId=130858&amp;SessionID=110"><strong>HB 2109, Public Act 102-0589</strong></a>), a vital piece of legislation that focuses on health insurance coverage for advanced cancer testing. At its core, Cal’s Law requires insurance companies in Illinois to cover comprehensive cancer testing when a doctor determines it’s medically necessary. It’s an issue that is very important to me, and I remain proud of my chief sponsorship of this incredibly important law.</p>
<p>New legislation has recently been introduced in Springfield to strengthen research efforts to help fight childhood cancer and improve outcomes for young patients across Illinois. I am a strong supporter of this initiative and believe it builds on the successes of Cal’s Law.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3954&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167434&amp;SessionID=114"><strong>Senate Bill 3954</strong></a> would create the Illinois Pediatric Cancer Fund, a special fund within the State Treasury Department dedicated to supporting research, prevention, and treatment efforts related to pediatric cancer. The fund would provide grants to physicians, hospitals, laboratories, universities, and other eligible organizations conducting research focused on childhood cancers.</p>
<p>Under the proposal, the Department of Healthcare and Family Services would administer the fund and oversee a grant program designed to support scientific research and innovation related to pediatric cancer. Funding could come from legislative appropriations as well as private donations and other contributions made to support the cause.</p>
<p>The legislation also ensures transparency by requiring the department to submit annual reports to the General Assembly detailing how funds are used and the progress of research initiatives.</p>
<p>In addition to supporting research grants, the bill allows a small portion of the fund to be used to promote awareness and encourage donations to further expand research opportunities within the state.</p>
<p>SB 3954 is currently assigned to the Health and Human Services Committee.</p>

<p><strong>Your Voice Matters! Witness Slips Allow You to Provide Meaningful Input on Bills</strong></p>
<p>Bills are actively moving through the legislative process, and Senate committees are meeting regularly to hear and vet them. It is at this point that you can engage and have your official support or opposition entered into the record. The witness slip portal opens when a bill is assigned for a hearing, and closes immediately following a bill’s hearing.</p>
<p>Your opinions are important!  Please <a href="https://www.youtube.com/watch?v=pI3EKpOqqyk"><strong>click here</strong></a> to view a short video on how to submit a witness slip. These showings of support or opposition are a vital part of the process. We do pay attention and look at the witness slips prior to committee hearings. <p><strong>Eligibility Expanded for ABLE Accounts</strong></p>
<p>The Illinois State Treasurer’s Office recently announced that an estimated 250,000 Illinoisans with disabilities are now eligible to open ABLE accounts, allowing them to save and invest money without jeopardizing access to certain federal benefits.</p>
<p>The expanded eligibility is the result of a change to the federal Achieving a Better Life Experience (ABLE) Act. Previously, individuals were required to acquire their disability before age 26 to qualify for an account. Beginning in 2026, that age threshold has been raised to 46, broadening access to ABLE accounts for people with disabilities in Illinois and across the country.</p>
<p>ABLE accounts are designed to help individuals with disabilities save for important life expenses while maintaining eligibility for programs such as Supplemental Security Income or Medicaid. Prior to the creation of ABLE accounts, people with disabilities generally could not accumulate more than $2,000 in assets without putting those benefits at risk.</p>
<p>The expansion will provide greater financial flexibility for people facing disability-related expenses, including housing, transportation, assistive technology, vocational training, and other quality-of-life needs.</p>

<p><strong>Recent Postal Service Changes Could Impact this Year’s Tax Filings</strong></p>
<p>The Illinois Department of Revenue (IDOR) is warning taxpayers that recent U.S. Postal Service (USPS) changes to postmarks could affect 2026 tax filings.</p>
<p>Under the new system, postmarks will show when mail is first processed, not when it is dropped off, which could create potential risks for meeting deadlines on time-sensitive items like tax returns and payments.</p>
<p>IDOR urges taxpayers to mail documents earlier than usual, ahead of the April 15 deadline, to avoid penalties. Those who are mailing close to the deadline should request a free manual postmark at the post office, which will reflect the actual drop-off date. IDOR also emphasizes that electronic filing is the most reliable option to ensure timely submission. Alternatively, taxpayers can drop off returns at an IDOR office, where documents will be date-stamped as proof of receipt.</p>

<p><strong>A Bipartisan Effort to Safeguard Energy Reliability and Affordability</strong></p>

<p>I recently joined a bipartisan group of Illinois lawmakers to unveil a legislative package aimed at protecting energy affordability and reliability as Illinois moves more toward electrification. I introduced <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3970&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167467&amp;SessionID=114"><strong>Senate Bill 3970</strong></a>, one of four bills included in this package. I am a co-sponsor of the other three bills in our package.</p>
<p>Illinois is already facing rising energy costs and growing concerns about grid stability. A recent state resource adequacy study warned of tightening capacity margins and potential reliability challenges in the coming years if infrastructure decisions are not carefully managed.</p>
<p>The package is designed to maintain Illinois’ existing energy infrastructure, prevent unnecessary cost burdens on families and small businesses, and protect vulnerable and low-income residents from higher utility bills.</p>

<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3929&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167388&amp;SessionID=114"><strong>Senate Bill 3929</strong></a> (Joyce), which extends closure dates set in CEJA for power plants by 10 additional years.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=4028&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167583&amp;SessionID=114"><strong>Senate Bill 4028</strong></a> (Bryant), which modernizes outdated interconnection rules that contribute to project delays and inconsistent upgrade costs.</li>

<p>Natural gas continues to play a critical role in Illinois’ energy system by providing reliable, on-demand power that stabilizes the grid during peak demand and extreme weather conditions. This bipartisan package seeks to promote balanced energy policy grounded in affordability, infrastructure readiness, and long-term grid stability.</p>

<p><strong>Senator Lewis Co-Sponsors Legislation to Provide Relief for Homeowners</strong></p>
<p>Affordability is a top issue I hear about when I speak with constituents across the 24th District. To address issues, I am happy to report that I am co-sponsoring a package of legislative solutions to help make buying and staying in a home more affordable in Illinois.</p>
<p>Last year, first-time home buyers dropped to a record low of 21 percent of total purchases, while the average age of first-time buyers climbed to an all-time high of 40 years old. This is likely due to the fact that the average home price in Illinois has increased by 37% over the last five years. At the same time, recent Census Bureau migration estimates show that nearly 7,500 Illinoisans moved from Illinois to Missouri, where the average property tax bill is less than half of the average bill in Illinois.</p>
<p>To address these affordability issues, our bill package includes the following measures:</p>
<ul>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3959&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167439&amp;SessionID=114"><strong>Senate Bill 3959</strong></a>: provides a $500 non-refundable tax credit for first-time homebuyers.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3781&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167098&amp;SessionID=114"><strong>Senate Bill 3781</strong></a>: makes the Illinois Property Tax Credit refundable when you file your Illinois income taxes.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3782&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167099&amp;SessionID=114"><strong>Senate Bill 3782</strong></a><strong>: </strong>creates a task force to work on solutions to end Illinois&#8217; antiquated property tax foreclosure system that the United States Supreme Court ruled unconstitutional. Under current law, delinquent property taxes are sold to investors, and families can lose not only their home but the equity they spent years building.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3849&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167266&amp;SessionID=114"><strong>Senate Bill 3849</strong></a><strong>:</strong> adds the annual Consumer Price Index cost increases to Illinois’ General Homestead Exemption. By tying the exemption to inflation, homeowners could see immediate relief that better reflects the increased costs they are paying.</li>
<li><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3848&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167265&amp;SessionID=114"><strong>Senate Bill 3848</strong></a>: createsan income tax deduction on the year-over-year increase in a taxpayer’s home insurance.</li>

<p><strong>Lewis Pushes for Changes to the DCFS Safety Net </strong></p>

<p>The Illinois Department of Children and Family Services (DCFS) is responsible for protecting this state’s most vulnerable young people, and I did an interview recently with CBS Chicago after an eight-year-old boy fell through the cracks and tragically died. Despite repeated red flags and reports of malnourishment and suspected abuse that were brought to the attention of DCFS, Markell Pierce was not receiving services from the agency at the time of his death. I was deeply concerned about a lack of transparency in this and other cases, and urged changes to the DCFS’s processes that allowed this child to be failed by a system that should have protected him.</p>
<p>When a child dies due to abuse or neglect, there must be accountability, and the individual(s) responsible must be prosecuted to the fullest extent of the law. Illinois has safety nets in place: mandatory reporters, DCFS investigators, school personnel, daycare providers, and law enforcement. The system is designed to catch warning signs, yet in this case, despite multiple reports and prior DCFS involvement, a child still slipped through the cracks, which demands a serious review.</p>
<p>Since recording the interview, I had a lengthy meeting with Heidi Mueller, Director of DCFS, and was pleased to hear about the steps that are being taken to strengthen the safety net and prevent tragedies like the one that befell Markell Pierce from ever happening again. Mueller, who has been at the helm of DCFS for two years, explained the agency’s investigative processes and the use of SWOT (Strengths, Weaknesses, Opportunities, Threats) analyses, which help maximize advantages, address shortcomings, and develop strategies for optimal success. She also explained how two separate independent Boards of Review—the DCFS Inspector General and the multidisciplinary Child Death Review Team—review each case to ensure internal processes are effective and the agency is following best practices in child welfare.</p>
<p>I left that meeting with a heightened sense of confidence in the agency under Director Mueller’s leadership. Statewide data show that homicide deaths of youth in care have reduced by nearly 50% since Mueller took over as Director of DCFS, and during that time, more young people in DCFS care have been matched with permanent, loving homes than ever before. While one preventable death is obviously one too many, care of our most vulnerable young people is most certainly trending in the right direction.</p>

<p><strong>Lewis Champions Legislation for Illinois Engineering Students, Addresses Workforce Gap</strong></p>
<p>This year, I am a leading co-sponsor of legislation to support Illinois engineering students and help connect them to in-demand careers in the state’s workforce after graduation.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3855&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167280&amp;SessionID=114"><strong>Senate Bill 3855</strong></a> would create the Engineering Students of Illinois Scholarship Act to provide scholarships for engineering students attending an Illinois public university. In return, participating students would agree to work for the Illinois Department of Transportation for at least three years after graduation.</p>
<p>The proposal is designed to address a growing shortage in the engineering profession and help ensure Illinois has the skilled workforce needed to deliver critical infrastructure projects. The engineering industry contributes $20.7 billion annually to Illinois’ gross domestic product and supports more than 182,000 jobs statewide.</p>
<p>Illinois, like much of the nation, is experiencing an engineering workforce gap as experienced engineers retire and fewer graduates enter the profession to replace them. Recent national data shows that about 184,000 engineers retired or left the profession in recent years, while only 166,000 new graduates entered the workforce, resulting in an annual shortfall of roughly 18,000 engineers.</p>
<p>The bill has been introduced in the Illinois Senate and is currently awaiting committee assignment. If enacted, the Engineering Students of Illinois Scholarship Act would be administered through the Illinois Student Assistance Commission from July 1, 2027, through July 1, 2031.</p>

<p><strong>Lewis Pushes Stronger Protections to Prevent School Sexual Assaults</strong></p>

<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=2991&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=165486&amp;SessionID=114"><strong>Senate Bill 2991</strong></a> would require a student who commits sexual assault or attempted sexual assault to be expelled for at least one year if the incident occurs at school, during a school-sponsored activity or event, or at any activity that has a reasonable relationship to school.</p>
<p>Supporters say the legislation is needed to better protect victims and hold offenders accountable. The proposal follows a troubling case in Illinois in which a young girl was sexually assaulted at school, yet the attacker was neither suspended nor expelled, despite admitting to the offense. According to the victim’s parents, they were forced to repeatedly seek court-issued orders of protection to keep their daughter safe.</p>
<p>The measure would align school responses to sexual assault with existing Illinois laws regarding weapons in schools. Under current statutes, students who bring a deadly weapon to school are subject to a mandatory one-year expulsion.</p>

<p><strong>Senator Lewis Supports Tax Credit to Help Small Employers Make Health Benefits More Affordable</strong></p>
<p>I am supporting legislation this year that would help small businesses make employee health coverage more affordable by creating a new tax credit for employers that offer Health Reimbursement Arrangements (HRAs).</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3619&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=166727&amp;SessionID=114"><strong>Senate Bill 3619</strong></a> is an initiative of the Small Business Advocacy Council. The legislation would establish a tax credit for small businesses that choose to provide HRAs. An HRA is a tool that can help employers reimburse employees for qualified health care expenses and, in some cases, individual health insurance premiums. Supporters say the measure would give small employers another flexible, cost-effective option to offer benefits and stay competitive when trying to attract and retain workers.</p>
<p>While HRAs may not be the right fit for every business, expanding access to benefit options is critical for job creators facing rising costs. SB 3619 is designed to ease the financial burden of providing health benefits and ensure small businesses have more tools to compete</p>

<p>Last week, Governor J.B. Pritzker outlined a $56 billion spending plan for the new fiscal year that begins July 1, 2026. As one of the budgeteers for the Senate Republicans, I appreciate the work that goes into assembling a budget proposal, but am concerned about attempts to tie education funding to a tax/fee increase, and a continued shortchanging of funds required to provide services and caretaker pay for our most vulnerable residents in the intellectually and developmentally disabled community.</p>
<p>I continue to hear from families and small business owners who are concerned about the rising cost of living, property taxes, and the state’s long-term economic competitiveness. With spending having grown nearly 40% since Governor Pritzker took office in 2019, I believe it is important that we proceed thoughtfully and look for sustainable ways to align spending with existing, recurring revenues.</p>
<p>We have an opportunity this year to continue strengthening oversight and accountability in state programs. Demonstrating that taxpayer dollars are managed effectively builds public trust and makes it easier to come together around responsible investments where they are most needed.</p>
<p>As budget negotiations move forward, I remain committed to working in good faith with colleagues on both sides of the aisle and with the administration. Illinois residents expect collaboration, fiscal responsibility, and practical solutions, and I am confident we can deliver a balanced budget that reflects those shared values.</p>

<p><strong>Lewis Appears on Chicago Tonight to Discuss Pritzker’s Proposed Budget</strong></p>
<p>On Thursday, I had an opportunity to appear on a bipartisan panel on WTTW’s Chicago Tonight to discuss the Governor’s proposed budget further.</p>
<p>During the interview, I provided additional comments about the Pritzker budget proposal and reiterated that the Governor’s priorities continue to be misplaced.</p>
<p>In my opinion, the Administration needed to go line by line through the current year’s budget and find areas where costs could be cut. That did not happen. I believe there is fluff in the budget that could and should be removed. As a reminder, the current Fiscal Year 2026 budget includes hundreds of millions in statewide taxpayer funds that are earmarked for the construction of a mega sports complex in Speaker of the House Chris Welch’s district. There is a significant problem when existing funds are used for pet projects like that, yet calls for new revenue surface when it comes to funding education for this state’s children.</p>
<p>I also set the record straight when an attempt was made to tie some of Illinois’ challenges to the Rauner administration. Former Governor Rauner left office nearly eight years ago, and this is Governor Pritzker’s eighth budget. Efforts to blame Bruce Rauner ring hollow. After eight years, this is JB Pritzker’s Illinois. He must own the financial problems we now face.</p>

<p><strong>Lewis Delivers Thousands of Valentines to Local Seniors</strong></p>

<p>Valentine’s Day is about showing people they matter. It was a privilege to meet so many wonderful seniors, hear their stories, and see the smiles these cards brought to their faces. Our seniors built the communities we call home, and they deserve to feel appreciated not just on holidays, but every day.</p>
<p>Schools, churches, and residents from across the 24<sup>th</sup> District answered the call to create heartfelt cards and notes. What started as a simple gesture turned into a powerful reminder of how much our communities care.</p>
<p>Thank you to everyone who helped make this effort so special for the seniors in our district. Your kindness truly made a difference.</p>

<p><strong>Keeping the Chicago Bears in Illinois</strong></p>
<p>The Chicago Bears have long been part of the fabric of Illinois. The Bears are an iconic franchise that brings pride to our communities and drives meaningful economic activity across the Chicago region and state. As discussions continue about the team’s future stadium, Illinois has a clear opportunity to retain a generational asset that supports jobs, tourism, and regional investment.</p>
<p>State and local leaders have been working with the Bears toward a framework for a new stadium development in Arlington Heights. At the same time, officials in neighboring Indiana have advanced a competing proposal in Hammond. This regional competition underscores the significant economic value major sports franchises bring to their home states.</p>
<p>Keeping the Bears in Illinois is the right outcome for our economy and our identity. The team has called our state home for more than a century, and Illinois offers the market strength, infrastructure, and fan support needed for long-term success. Any stadium agreement, however, must be transparent, fiscally responsible, and fair to taxpayers. Projects of this scale should deliver lasting public benefit alongside private investment.</p>
<p>I remain hopeful that state, local, and team leaders can secure an agreement that keeps the Bears in Illinois while protecting taxpayers and strengthening our regional economy.</p>

<p><strong>Proposal Supports Small Employers with Tax Credit for Health Reimbursement Arrangements</strong></p>
<p>A new Senate proposal I am supporting this year would help small businesses make employee health coverage more affordable by creating a new tax credit for employers that offer Health Reimbursement Arrangements (HRAs).</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3619&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=166727&amp;SessionID=114"><strong>Senate Bill 3619</strong></a> is an initiative of the Small Business Advocacy Council. The legislation would establish a tax credit for small businesses that choose to provide HRAs. An HRA is a tool that can help employers reimburse employees for qualified health care expenses and, in some cases, individual health insurance premiums. Supporters say the measure would give small employers another flexible, cost-effective option to offer benefits and stay competitive when trying to attract and retain workers.</p>
<p>While HRAs may not be the right fit for every business, expanding access to benefit options is critical for job creators facing rising costs. SB 3619 is designed to ease the financial burden of providing health benefits and ensure small businesses have more tools to compete, grow, and support their employees.</p>
<p>Senate Bill 3619 has been assigned to the Senate Revenue Committee.</p>

<p>While last week was filled with the budget address, committee action, Chicago Bears meetings, and more, I also took time to meet with groups who were at the Capitol for their association advocacy days. <p><strong>Senate Republicans Introduce Plan to Protect Senior Property Tax Relief from Inflation</strong></p>
<p>In an effort to protect seniors from rising costs,<strong> </strong>I am supporting legislation this year to ensure Illinois’ low-income senior citizens assessment freeze keeps pace with inflation.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=4029&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=167586&amp;SessionID=114"><strong>Senate Bill 4029</strong></a> would automatically adjust the income eligibility cap for the Low-Income Senior Citizens Assessment Freeze Homestead Exemption based on inflation beginning in tax year 2029. By tying the income threshold to the Consumer Price Index, this measure prevents seniors from losing eligibility due to cost-of-living increases.</p>
<p>During the fall veto session, I supported successful legislation that increased the income caps for the senior assessment freeze. Under the new law, the income cap for the senior assessment freeze is set at $75,000 for tax year 2026, $77,000 for 2027, and $79,000 beginning in 2028. SB 4029 would ensure that starting in 2029, the income threshold automatically adjusts each year based on inflation, preventing seniors from losing eligibility as everyday costs continue to rise.</p>
<p>Senate Bill 4029 is currently awaiting assignment to a Senate committee.</p>

<p><strong>Free Tax Filing Assistance Offered Through Community Programs</strong></p>
<p>Several programs across Illinois are offering free income tax preparation assistance for low-to-moderate income families, seniors, and individuals with disabilities ahead of the April filing deadline. The services provide basic state and federal return preparation and electronic filing guidance.</p>
<p>Programs providing assistance include: the IRS’ Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs, the AARP Tax-Aide Program, Ladder Up Tax Assistance, and the GetYourRefund Program. Eligibility and services vary by program.</p>
<p>These programs provide a useful service by helping eligible residents file accurate returns and understand available credits and deductions. I encourage taxpayers who qualify to review their options and use trusted assistance sites if they need help.</p>

The presentation took place at the organization’s annual conference in Chicago.</p>
<p>As a lawmaker, I currently represent 18 park districts, two forest preserve districts, and two special recreation agencies.</p>
<p>I recognize how vital our park systems are for our communities, and it has been a privilege to work collaboratively with local park district leaders and other officials on the protection of natural resources and the active and passive recreational opportunities our parks provide.</p>
<p>When presenting the award, IAPD President and CEO Peter Murphy pointed to legislation I carried last year that provided clarity within the Park District Code and my focus on bipartisanship:</p>
<p>“Senator Lewis’ door is always open to IAPD, and his willingness to work across the aisle on behalf of park and recreation agencies sets a strong example of effective bipartisanship. For his unwavering support and partnership, we are proud to recognize Senator Lewis as IAPD’s Outstanding Legislator of the Year.”</p>

<p><strong>Lewis Meets with Community Leaders to Discuss IDD Priorities</strong></p>

<p>Two weeks ago, I had an opportunity to sit down with representatives of Ray Graham Association, Little Friends, Parents Alliance Employment Project and WorkNet DuPage Career Center for a meeting to discuss employment challenges facing individuals in the intellectually and developmentally disabled (IDD) community. We had a very productive conversation about how I could leverage my position in the Senate to help advance initiatives to improve the quality of life for those in the IDD community.</p>
<p>State legislators have a fundamental responsibility to protect and support residents who cannot fully protect or advocate for themselves. For individuals with intellectual and developmental disabilities, effective government action ensures access to essential services, safe living conditions, health care, and opportunities for meaningful participation in community life. When legislators work diligently on behalf of the IDD community, they uphold the core purpose of government: to promote dignity, equity, and well-being for all, especially the most vulnerable.</p>
<p>Another way I am advancing the core needs of the IDD community is through an annual Disabilities Resource and Job Placement Fair. For this event, I bring together dozens of agencies and organizations that focus on the needs of the IDD community and include businesses that are actively hiring. The fair also includes a comprehensive lineup of short seminars on issues of interest for those within the IDD community, their caretakers, and other loved ones.</p>
<p>Mark your calendar now for this year’s fair, which will be held on <strong>Thursday, August 20</strong>, in Carol Stream.</p>

<p><strong>Lewis Champions Bills that Protect Victims of Domestic Violence</strong></p>
<p>In response to the dramatic rise in domestic violence-related deaths in Illinois, I am championing a legislative package to help protect victims by strengthening enforcement of protective orders and providing more options for detainment to allow victims to get the help and services they need.</p>
<p>The proposal comes after the Illinois Coalition Against Domestic Violence reported 137 domestic violence–related deaths in 2024, a 14 percent increase from the prior year and a 140 percent increase since 2022. The package offers solutions through the following bills:</p>
<p><strong>Senate Bill 3139: </strong>Helps establish a cooling-off period in serious domestic violence cases by requiring suspects to prove they do not pose a real and present danger before being released pretrial. The bill applies to violations of orders of protection, civil no contact orders, stalking no contact orders, and cases involving domestic battery or aggravated domestic battery.</p>
<p><strong>Senate Bill 3140: </strong>Increases penalties for abusers who violate orders of protection. Under the legislation, violating an order of protection would no longer be a misdemeanor, but would be a felony. Repeated violations would become a higher-class felony.</p>
<p><strong>Senate Bill 3141</strong>: Imposes minimum holding times for repeat violations of protective, no contact, and stalking orders.</p>
<p><strong>Senate Bill 3142</strong>: Enhances penalties for repeat offenders by requiring courts to consider prior convictions across different types of protective orders.</p>
<p>This collection of bills will protect victims, hold abusers accountable, and provide law enforcement and the courts with the tools needed to intervene before a tragedy or fatality occurs. I am proud to serve as a co-sponsor of each one of these bills.</p>

<p><strong>Senator Lewis Brings Fire Chiefs Together for Meeting with IEMA and the State Fire Marshall</strong></p>

<p>The group met to discuss growing concerns about federal funding cuts to important programs, such as MABAS (Mutual Aid Box Alarm Systems). MABAS, in partnership with IEMA, has a well-established statewide mutual aid response system for fire, EMS, and specialized incident operational teams. Departments share expensive, specialized equipment that is needed when facing catastrophic emergencies. At a time when natural disasters like tornadoes and floods are worsening in severity and frequency, equipment sharing is vital for successful emergency response.</p>
<p>The conversation was very productive, and I will continue to work collaboratively with the group to ensure MABAS remains reliable and properly funded.</p>

<p><strong>Witness Slips Allow You to Provide Meaningful Input on Bills</strong></p>
<p>As bills begin moving through the legislative process, they are assigned for committee hearings. It is at this point that you can engage and have your official support or opposition entered into the record. The witness slip portal opens when a bill is assigned for a hearing, and closes immediately following a bill’s hearing.</p>

These showings of support or opposition are a vital part of the process. We do pay attention and look at the witness slips prior to committee hearings. <p>During a week when the Senate was not in Springfield, I took advantage of that time and attended a variety of local events and met with several key constituent groups. I truly enjoy these gatherings and small group meetings, as they help me connect with the community and learn about the priorities and concerns of the people I represent at the Capitol.</p>

<p><strong>New DuPage County Cost-Share Drainage Assistance Program Now Accepting Applications</strong></p>
<p>DuPage County Stormwater Management is now accepting applications for its new Cost-Share Drainage Assistance Program, which offers financial help to unincorporated residential and commercial property owners experiencing nuisance flooding and standalone structure flooding that doesn’t qualify for the traditional Residential Drainage Assistance Program. This issue can lead to property damage, mosquito breeding, ice buildup, septic failures, and other safety concerns.</p>
<p>When fully funded, the County expects to award up to $50,000 annually, with a maximum of $5,000 per project. Applications are open now through March 9, and selected applicants will be notified in April. A non-refundable $200 application fee applies.</p>

Applications must be postmarked during the open cycle and submitted within 180 days of vehicle purchase. Residents are encouraged to review all application materials carefully, as incomplete or early submissions will be rejected.</p>
<p>During the most recent legislative session, the Illinois General Assembly made several changes to the EV Rebate Program, including updates to income eligibility, county-based low-income determinations, vehicle purchase price limits, and rebate amounts. The General Assembly has appropriated $14 million for rebates in the current fiscal year, and rebates will be awarded while funds remain available.</p>
<p>Eligible Illinois residents who purchase a new or used all-electric vehicle priced at $80,000 or less from an Illinois-licensed dealer may qualify for a rebate. Rebates include up to $4,000 for low-income applicants, $2,000 for other eligible applicants, and $1,500 for eligible electric motorcycle purchases, depending on income level and vehicle type.</p>
<p>Applicants must be Illinois residents, meet income limits set in the Electric Vehicle Rebate Act, and retain ownership and Illinois registration of the vehicle for at least 12 months. Only individuals are eligible, and vehicles must be purchased from an Illinois-licensed dealer. Application forms, instructions, and additional guidance are available through the Illinois EPA.</p>

We spent three days in Abu Dhabi and three days in Dubai.</p>
<p>The delegation included elected officials from both the Illinois Senate and House, representatives from the City of Chicago, and leadership from World Business Chicago. The trade mission was coordinated by the Illinois Association for Global Trade. No taxpayer funds were used to support my participation in the trip.</p>
<p>Meetings with senior economic and business leaders in Abu Dhabi and Dubai focused on relationship-building and long-term collaboration, with a clear emphasis on attracting investment to Illinois and highlighting the state’s strategic advantages. I personally outlined more than $20 billion in U.S. investment opportunities and discussed Illinois’ strengths in infrastructure, workforce readiness, logistics, tourism, and innovation.</p>
<p>The goal of the visit was straightforward: to introduce Illinois to leaders in the UAE and explain why Illinois is a great place to invest. Discussions also explored opportunities to expand tourism, foster cultural and educational exchanges, and create lasting partnerships that benefit communities across Illinois.</p>
<p>I am committed to making Illinois a place where people want to live and not leave. That means working hard to seek and secure investment and opportunities for job growth, especially high-paying construction and other jobs for the people of Illinois. The UAE delegates are well aware of Illinois’ potential and its strategic opportunities. They were just waiting for someone to come over, start the conversation, and ask for the partnership.</p>
<p>Illinois is strong because of what I call the Four L’s: Labor, with a highly educated workforce; Location/Logistics, as the crossroads of the Midwest with comprehensive rail, road, and airport infrastructure anchored by the City of Chicago; Land, with fertile farmland that supports food production and global markets, and Lake Michigan, with its abundant water resources. These strengths make Illinois uniquely competitive and ripe for investment.</p>
<p>It was a very productive mission and an educational experience for everyone involved. I look forward to continued conversations and partnerships that will deliver real investment, economic growth, and lasting benefits for the people of Illinois.</p>

<p><strong>IDNR Announces Grants for Local Park Projects</strong></p>

<p>The funding was distributed through the Open Space Land Acquisition and Development (OSLAD) program, a state-funded initiative that helps local administrations acquire land and develop parks, nature areas, and other outdoor recreational spaces. Grants can cover up to 50 percent of a project’s total cost, and up to 90 percent for under-resourced communities.</p>
<p>Since OSLAD was established in 1986, the program has provided more than $675 million to support park projects across Illinois.</p>

<p><strong>IDHS Shares Resources as SNAP Work Requirement Rules Change in 2026</strong></p>

<p>Under the updated federal rules, the definition of Able-Bodied Adults Without Dependents (ABAWD) has expanded. Previously, it applied to adults ages 18–54 with no disabilities and no children under 18 living at home. It now includes individuals ages 55–64 with no disabilities, as well as adults with children in the home when the youngest child is age 14 or older. As a result, more SNAP recipients may be subject to work requirements moving forward.</p>
<p>Beginning February 1, 2026, ABAWDs who are not meeting work requirements and do not qualify for an exemption may receive SNAP benefits for only three months within a three-year period before losing eligibility. In Illinois, the current three-year period ends December 31, 2026, meaning some individuals could begin losing benefits as early as May 1, 2026.</p>
<p>To help individuals better understand the changes and determine whether they may be impacted, SNAP customers can use the <a href="https://aberp.illinois.gov/screener/ABAWD?lang=EN">ABE SNAP Work Requirements screener</a> to check their status, confirm compliance, or see whether they may be eligible for an exemption.</p>
<p>IDHS also highlighted outreach materials created by the Greater Chicago Food Depository, including a<a href="https://www.chicagosfoodbank.org/wp-content/uploads/2025/12/SNAP-Rules-Are-Changing_Advocacy-Toolkit-1.pdf"> toolkit</a> with flyers, social media resources, and presentation materials designed to help share information ahead of the February deadline.</p>

<p>Each year, four older adults are selected for induction, with honorees representing accomplishments in areas such as arts, sports and entertainment, community service, education, and the workforce. Nominations are open to the public, meaning anyone can submit a candidate for consideration.</p>
<p>To qualify, nominees must be at least 65 years old at the time they are nominated and must either currently live in Illinois or have spent most of their life in the state. The Department also accepts posthumous nominations, as long as the individual was 65 or older and an Illinois resident at the time of their death.</p>

My staff and I worked incredibly hard to connect with people from the 13 communities that I represent in DuPage and Suburban Cook Counties.</p>
<p>My work involves much more than going to Springfield and voting on legislation. In fact, we are in Springfield only five months of the year. The majority of my work takes place back here in the district.</p>
<p>As you can see from the infographic, my staff and I spent a great deal of time in 2025 reaching out directly to the people I serve. We were out in the communities talking with residents and gathering feedback at people’s doors. This face-to-face engagement is incredibly rewarding, and the information gathered is extremely valuable.</p>
<p>We also made every effort to respond to all inquiries that came into the office by email or phone, and engaged in a comprehensive push to provide constituents with free community resources, like my museum pass. The pass remains available, and you can <a href="https://senatorlewis.com/2025-museum-pass/"><strong>click here</strong></a> for more details on how to reserve up to four free passes for one of Illinois’ world-class museums.</p>
<p>Another important element of my constituent engagement program is the offering of a variety of free events tailored to the needs of a variety of constituent groups. In 2025, my staff and I held document shredding events, Medicaid information sessions, a blood drive, an electronics recycling event, a disability resource and job placement fair, a children’s safety expo, a senior fair, and multiple ICASH, IPASS, and Mobile Secretary of State events in the district. <p>The Senate is back in Springfield this week for the first days of the 2026 legislative session. The Illinois General Assembly works on two-year calendars, and this week marks the start of the second year of the 104<sup>th</sup> General Assembly.</p>
<p>During these early days of the year, lawmakers are finalizing individual legislative agendas and filing their legislation. My agenda for the year will build on previous accomplishments and seek to protect and enhance the way of life for the people living in DuPage and Suburban Cook Counties and all of Illinois. As my bills move through the legislative process, I will provide updates in future newsletters.</p>

<p><strong>Senator Lewis Launches 4<sup>th</sup> Annual “Valentines for Seniors” Card Drive</strong></p>

<p>The program encourages students from public and private schools, church groups, scouting organizations, and other community groups to create handmade Valentine’s cards and drawings for seniors living in assisted living centers, nursing homes, and long-term care facilities throughout the 24th Senate District. Individual residents are also encouraged to participate. The cards will be delivered during the week of Valentine’s Day to remind seniors that they are respected, valued, and not forgotten.</p>
<p>In past years, thousands of cards and drawings have been delivered to seniors across the district, bringing smiles and heartfelt gratitude from recipients and caregivers alike.</p>
<p>Cards and drawings can be dropped off or mailed to my Carol Stream office, which is open from 9:00 AM until 4:00 PM, Monday through Friday. Those unable to deliver cards in person or by mail are encouraged to contact the office to make alternative arrangements. The deadline for this year’s submissions is February 6.</p>

<p><strong>Township Officials of IL Offering Scholarships</strong></p>
<p>The Township Officials of Illinois offers scholarships annually to high school students across Illinois. Each year, seven $2,000 scholarships are available to high school students who will be attending an Illinois college or university. For the 2026-2027 collegiate year, the application portal opened on January 1, and applications will be accepted through March 2, 2026. 										<content:encoded><![CDATA[<p>In the second part of the summaries of new laws taking effect on January 1, 2026, I am highlighting new laws that focus on supporting farmers, environmental changes, improving business practices, and laws impacting public safety across Illinois and more. Again, these are all bills I supported (and in many cases, sponsored or co-sponsored) to benefit Illinoisans.</p>
<p><strong>Part 2: New Laws Taking Effect January 1, 2026</strong></p>
<p><strong>Helping Tomorrow’s Farmers</strong></p>
<p>Individuals seeking to enter Illinois’s top industry of agriculture and farming will receive valuable assistance through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2372&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162357&amp;SessionID=114"><strong>Senate Bill 2372 (P.A. 104-0146)</strong></a>. This law creates a Farmland Transition Commission to examine current barriers individuals aged 25 through 40 face when trying to purchase or access farmland. The commission members must review current incentives and policies to encourage the transfer of farmland to current or prospective farmers between the ages of 25 and 40 and make recommendations on possible incentives or policies to assist these individuals in purchasing or accessing farmland.</p>
<p><strong>Improved Business Practices, E-Signing</strong></p>
<p>A few new laws will modernize business practices in Illinois. Among them are <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1631&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=158351&amp;SessionID=114"><strong>House Bill 1631 (P.A. 104-0195)</strong></a> and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2044&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161469&amp;SessionID=114"><strong>Senate Bill 2044 (P.A. 104-0406)</strong></a><strong>. </strong>HB 1631 clarifies the Department of Innovation and Technology’s authority, emphasizing more secure and standardized state technology practices. It is intended to reduce confusion across agencies and strengthen accountability. SB 2044 expands the validity of web-based signatures for a wider range of transactions. It creates new levels of convenience for consumers and businesses while promoting secure verification standards.</p>
<p><strong>Enhanced Consumer Protections &amp; Fraud Prevention</strong></p>
<p>Significant steps were taken this year to protect consumers from fraud and put strengthened rules in place for those who might prey on the elderly and other vulnerable groups. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1865&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=159435&amp;SessionID=114"><strong>House Bill 1865 (P.A. 104-0055)</strong></a> targets predatory insurance selling practices, especially those aimed at seniors in nursing home/long-term care settings and seeks to hold bad actors accountable without burdening legitimate agents. Similarly, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2318&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162166&amp;SessionID=114"><strong>Senate Bill 2318 (P.A. 104-0144)</strong></a> ensures that FinTech companies and any others face penalties for misleading consumers into believing that they are chartered banks. The measure is designed to back honest businesses and protect consumers from dishonest schemes. Additionally, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3352&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161859&amp;SessionID=114"><strong>House Bill 3352 (P.A. 104-0297)</strong></a> prohibits collection agencies from pursuing debts obtained through coercion or abuse by providing victims with a clearer process to challenge illegitimate debt claims.</p>
<p>When Illinoisans with mental health issues or disability challenges are hospitalized, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3718&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=162548&amp;SessionID=114"><strong>House Bill 3718 (P.A. 104-0327)</strong></a> strengthens oversight of mental health and developmental disability facilities by improving how employee misconduct is investigated, helping protect residents and reassure families and loved ones. It promotes accountability within state-run and contracted programs and should provide families and loved ones with peace of mind. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1431&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=157434&amp;SessionID=114"><strong>House Bill 1431 (P.A. 104-0181)</strong></a> requires clearer disclosure when medical facilities charge separate “facility fees.” This will help patients better understand costs upfront and avoid unexpected bills. Another new law, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1597&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=157743&amp;SessionID=114"><strong>House Bill 1597 (P.A. 104-0191)</strong></a><strong>,</strong> strengthens protections for residents in assisted living and nursing homes by requiring notice of significant health changes and preventing unsafe or improper discharges to help ensure seniors and people with disabilities receive appropriate care and to give families peace of mind.</p>
<p><strong>Addressing Environmental Concerns</strong></p>
<p>With hopes of reducing the amount of garbage in landfills, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3098&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161476&amp;SessionID=114"><strong>House Bill 3098 (P.A. 104-0274)</strong></a><br />
updates standards for recycling electronics by encouraging responsible disposal. It specifically includes provisions regarding education and consumer awareness requirements for electronic recycling events. It also simplifies the permit process for those who want to host an e-waste collection program. In addition, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2425&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162467&amp;SessionID=114"><strong>Senate Bill 2425 (P.A. 104-0148)</strong></a> revises regulations surrounding low-level radioactive materials with a focus on safety compliance.</p>
<p><strong>Public Safety, Criminal Justice</strong></p>
<p>Several new laws aim to improve public safety in 2026. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1195&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=159009&amp;SessionID=114"><strong>Senate Bill 1195 (P.A. 104-0084)</strong></a> updates training standards for law enforcement by requiring the curriculum for probationary law enforcement officers to include a block of instruction addressing trauma-informed programs, procedures, and practices. Additionally, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3140&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161536&amp;SessionID=114"><strong>House Bill 3140 (P.A. 104-0276)</strong></a> supports law enforcement animals that served the state by establishing a program to ensure proper medical care for retired police K-9s.</p>
<p>Other new laws that address public safety and criminal justice include <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3439&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=162069&amp;SessionID=114"><strong>House Bill 3439 (P.A. 104-0307)</strong></a><strong>,</strong> which prioritizes child safety by strengthening background-check requirements for childcare workers, and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2690&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160682&amp;SessionID=114"><strong>House Bill 2690 (P.A. 104-0245)</strong></a> which strengthens penalties and reporting requirements for crimes involving child sexual abuse materials.</p>
<p>Victims of sexual assault have new avenues available to them through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1274&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=159133&amp;SessionID=114"><strong>Senate Bill 1274 (P.A. 104-0371)</strong></a><strong>. </strong>This law helps victims of sexual assault flee their abusers by providing free transportation vouchers to be used for taxis and car-share services. Another new law that seeks to improve outcomes for victims is <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2774&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160813&amp;SessionID=114"><strong>House Bill 2774 (P.A. 104-0247)</strong></a><strong>,</strong> which requires the Department of Human Services to establish a statewide Domestic Violence hotline for information and referrals.</p>
<p>Individuals with developmental disabilities will benefit from expanded outreach under <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1548&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160247&amp;SessionID=114"><strong>Senate Bill 1548 (P.A. 104-0384)</strong></a><strong>,</strong> which allows the Endangered Missing Person Advisory outreach program to promote awareness directly to individuals with developmental disabilities, their communities, and the organizations that serve them. And <a href="https://ilga.gov/Legislation/BillStatus?DocNum=24&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157123&amp;SessionID=114"><strong>Senate Bill 24 (P.A. 104-0339)</strong></a> seeks to provide families with clarity and closure by improving procedures for reporting and investigating missing persons and unidentified remains.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=1697&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=158786&amp;SessionID=114"><strong>House Bill 1697 (P.A. 104-0027)</strong></a><strong> and </strong><a href="https://ilga.gov/Legislation/BillStatus?DocNum=1295&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=159194&amp;SessionID=114"><strong>Senate Bill 1295 (P.A. 104-0372)</strong></a> enhance lifesaving capabilities during emergencies by requiring all dispatchers to be trained in how to guide callers through the steps of CPR, while <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3178&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161617&amp;SessionID=114"><strong>House Bill 3178 (P.A. 104-0282)</strong></a> regulates the misuse of digital replicas of individuals for harmful or deceptive purposes by protecting personal likeness rights amid evolving technology like AI. And lastly, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1563&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160275&amp;SessionID=114"><strong>Senate Bill 1563 (P.A. 104-0029)</strong></a> strengthens property owners’ rights by making it easier to remove squatters who move in and try to occupy someone else’s home, by removing the requirement that property owners undergo a lengthy eviction process.</p>
<p><strong>Laws Affecting Sportsmen/Women, Landowners, and Outdoorsmen</strong></p>
<p>Outdoor enthusiasts will see new enhancements through a series of bills taking effect on January 1. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2340&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160013&amp;SessionID=114"><strong>House Bill 2340 (P.A. 104-0059)</strong></a> provides for the issuance of free landowner deer permits for landowners with at least 20 acres who live in counties where DNR has identified chronic wasting disease in the deer population. Also benefiting sportsmen/women is <a href="https://ilga.gov/Legislation/BillStatus?DocNum=710&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=158421&amp;SessionID=114"><strong>Senate Bill 710 (P.A. 104-0361)</strong></a><strong>, </strong>which loosens regulations concerning nuisance permits and landowner permits by providing for the automatic issuance of additional antlerless-only permits during the regular firearm or archery season if a landowner demonstrates proof of harvesting certain percentages. This new law also provides that Illinois resident tenants of at least 40 acres of commercial farmland can receive free deer and turkey permits to hunt only on that land, including one either-sex and one antlerless-only permit for both firearm and archery deer seasons. For boaters, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2179&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161882&amp;SessionID=114"><strong>Senate Bill 2179 (P.A. 104-0137)</strong></a> improves enforcement and encourages safer recreation by updating boat-registration procedures and safety standards.</p>
<p><strong>Improving Safety for Motorists and Drivers</strong></p>
<p>Motorists and cyclists will enjoy improvements that aim to improve safety on the roads. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1120&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=156855&amp;SessionID=114"><strong>House Bill 1120 (P.A. 104-0041)</strong></a> helps first responders in emergencies by removing the ineffective requirement for driver’s licenses and state IDs to include space for voluntary blood-type and Rh-factor information, and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2075&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161560&amp;SessionID=114"><strong>Senate Bill 2075 (P.A. 104-0408)</strong></a> standardizes training guidelines and increases the number of training Illinois training centers for motorcycle riders.</p>

<p><strong>New Laws Taking Effect January 1, 2026 Part 1</strong></p>

This is part 1 of a two-part write-up of some of the more noteworthy laws that will officially come online as we enter the new year.</p>
<p>These new laws cover a wide variety of topics, including policies that impact students, enhance educational opportunities, improve public health and healthcare access, support veterans, and more. They are all bills that I supported and championed for the people of Illinois. Let’s get to it!</p>
<p><strong> </strong></p>
<p><strong>Improvements to Education for Students and Families</strong></p>
<p>Several new laws are taking effect that relate to K-12 education in Illinois schools. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2801&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160867&amp;SessionID=114"><strong>House Bill 2801 (P.A. 104-0249)</strong></a> requires ISBE to create a list of approved opportunities related to CTE career pathways. Similarly, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2802&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160868&amp;SessionID=114"><strong>House Bill 2802 (104-0250)</strong></a> allows students to have excused absences to participate in Supervised Career Development Experiences that are approved instead of directed by a teacher, allowing students to more easily receive excused absences for FFA events, career and technical education-related events, and national youth organizations’ events.</p>
<p>Other new laws that seek to enhance educational opportunities include <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3026&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161303&amp;SessionID=114"><strong>House Bill 3026 (P.A. 104-0266)</strong></a><strong>, </strong><a href="https://ilga.gov/Legislation/BillStatus?DocNum=3039&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161316&amp;SessionID=114"><strong>House Bill 3039 (P.A. 104-0267)</strong></a><strong>, and </strong><a href="https://ilga.gov/Legislation/BillStatus?DocNum=1920&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161222&amp;SessionID=114"><strong>Senate Bill 1920 (P.A. 104-0399)</strong></a><strong>.</strong> <strong> </strong>HB 3026 aims to improve dual-language program quality by refining implementation standards, while HB 3039 expands what scenarios 7<sup>th</sup> or 8<sup>th</sup> graders can complete courses that can count toward required high school credits. SB 1920 encourages schools to collect teaching resources to properly implement American Sign Language (ASL) course standards while expanding access to ASL as a recognized language option.</p>
<p>Parents and guardians of students with special needs will benefit starting January 1 from a new law that strengthens their involvement and oversight. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1366&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=157304&amp;SessionID=114"><strong>House Bill 1366 (P.A. 104-0047)</strong></a> improves notification and communication requirements so parents receive timely notice about special education services and meetings. It also provides that information be shared that states a parent or guardian is allowed to bring other people with knowledge of the child to the IEP meeting. Similarly, through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3500&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=162178&amp;SessionID=114"><strong>House Bill 3500 (P.A. 104-0314)</strong></a>, parents and guardians will receive information regarding ABLE savings accounts for their students with 504 Plans. This will help families better understand financial tools available to them.</p>
<p>Regarding safety in the classroom, two new laws seek to improve processes and protective measures. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1329&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=159283&amp;SessionID=114"><strong>Senate Bill 1329 (P.A.104-0373)</strong></a> allows the State Superintendent of Education to notify a school when an employee is being investigated for an alleged act of misconduct that constitutes a threat to the safety of students, including serious physical injury, sexual misconduct, or a sex or other offense involving drugs. Additionally, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1787&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=159183&amp;SessionID=114"><strong>House Bill 1787 (P.A. 104-0198)</strong></a> ensures substitute teachers receive basic training related to school safety drills to improve consistency in emergency preparedness.</p>
<p>At the higher education level, students will have enhanced access to mental health services through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3385&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161940&amp;SessionID=114"><strong>House Bill 3385 (P.A. 104-0303)</strong></a><strong>.</strong> This new law requires each public university or community college to provide licensed mental health professionals either in a part-time, on-campus capacity or a full-time on or off-campus capacity.</p>
<p><strong>Insurance Changes</strong></p>
<p>Key constituent groups will benefit from changes coming to the Insurance Code in 2026. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2464&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160242&amp;SessionID=114"><strong>House Bill 2464 (P.A. 104-0060)</strong></a> helps families avoid high medical expenses by requiring coverage for neonatal intensive care from a nonparticipating provider or nonparticipating facility at no greater out-of-pocket cost than with a participating provider or facility, as long as the care is for emergency services. For older Illinoisans, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3328&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161818&amp;SessionID=114"><strong>House Bill 3328 (P.A. 104-0295)</strong></a> establishes pre-admission cognitive assessment requirements for assisted living facilities with Alzheimer’s units to ensure accurate evaluation of cognitive impairments. And <a href="https://ilga.gov/Legislation/BillStatus?DocNum=69&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157174&amp;SessionID=114"><strong>Senate Bill 69 (P.A. 104-0068)</strong></a> requires insurance companies to cover therapeutic horseback riding services for qualifying individuals with disabilities. This newer form of therapy helps with the engagement of sensory, neuromotor, and cognitive systems.</p>
<p><strong>Improvements to Public Health and Healthcare Access</strong></p>
<p>Several new laws related to Public Health and Healthcare Access seek to improve outcomes for Illinoisans in need of support. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=57&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=155730&amp;SessionID=114"><strong>House Bill 57 (P.A. 104-0037)</strong></a> ensures individuals with disabilities living in CILAs can designate an essential support person who may visit even during public emergencies, while <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1491&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=160063&amp;SessionID=114"><strong>Senate Bill 1491 (P.A. 104-0106)</strong></a> strengthens crisis intervention response by certifying law enforcement therapy dog teams. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1287&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=157081&amp;SessionID=114"><strong>House Bill 1287 (P.A. 104-0172)</strong></a> improves emergency preparedness by adding long-term care facilities licensed under the Nursing Home Care Act to the list of facilities that must maintain accessible automated external defibrillators (AED). For individuals who choose to be organ donors, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1616&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=157775&amp;SessionID=114"><strong>House Bill 1616 (P.A. 104-0193)</strong></a> removes barriers to organ donation by extending donor leave protections to part-time public employees, which were previously available only to full-time employees, allowing up to 10 days of leave within a 12-month period.</p>
<p><a href="https://ilga.gov/Legislation/BillStatus?DocNum=2462&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160238&amp;SessionID=114"><strong>House Bill 2462 (P.A. 104-0229)</strong></a><strong>, </strong>known as Dillon’s Law, expands community readiness to address severe allergic reactions by allowing trained individuals to carry and administer epinephrine auto-injectors in emergencies. Additionally, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2874&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161062&amp;SessionID=114"><strong>House Bill 2874 (P.A. 104-0252)</strong></a> seeks to reduce illegal drug manufacturing by tightening regulations surrounding the sale of ephedrine-related products. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3645&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=162394&amp;SessionID=114"><strong>House Bill 3645 (P.A. 104-0321)</strong></a> enhances the tracking of the opioid epidemic by requiring EMS providers to report opioid overdoses to the state in a standardized format, and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1238&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=159056&amp;SessionID=114"><strong>Senate Bill 1238 (P.A. 104-0369)</strong></a> encourages safer and less-addictive pain management options by requiring medical providers to give patients information on non-opioid treatment options.</p>
<p>Vulnerable populations will benefit from enhanced training requirements for guardians through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2562&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160430&amp;SessionID=114"><strong>House Bill 2562 (P.A. 104-0237)</strong></a>. New training requirements for guardians of adults with disabilities will now have two components: one for guardians of the person and another for guardians of the disabled person’s estate. Illinoisans on hospice care will have easier access to their prescriptions through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=3849&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=162741&amp;SessionID=114"><strong>House Bill 3849 (P.A. 104-0336)</strong></a>, which allows authorized employees of an organization providing hospice care to pick up prescriptions on behalf of patients.</p>
<p>Finally, parents will have increased awareness of possible metal toxins in baby food through <a href="https://ilga.gov/Legislation/BillStatus?DocNum=73&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157179&amp;SessionID=114"><strong>Senate Bill 73 (P.A. 104-0345)</strong></a><strong>.</strong> This new law requires stricter testing and transparency regarding heavy metals in baby foods by requiring that manufacturers of baby food test each production batch of baby food for toxic heavy metals, including arsenic, cadmium, lead, and mercury.</p>
<p><strong>Supporting our Veterans</strong></p>
<p>Action was taken in the legislature this year to support veterans and enhance their access to services. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=32&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=157131&amp;SessionID=114"><strong>Senate Bill 32 (P.A. 104-0067)</strong></a> reduces barriers that veterans may face when trying to qualify for and access SNAP benefits by providing that households including veterans or armed forces members should be categorically eligible for SNAP benefits if their gross income is at or below 200% of federal poverty guidelines. Similarly, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2175&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161878&amp;SessionID=114"><strong>Senate Bill 2175 (P.A. 104-0136)</strong></a> improves veterans’ access to healthcare by providing that veterans who are employed receive four paid days per year to receive medical care authorized by the U.S. Department of Veterans Affairs at any type of health care provider or health care facility (rather than permitted four days per year to visit a veterans hospital or clinic). And lastly, <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2572&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160444&amp;SessionID=114"><strong>House Bill 2572 (P.A. 104-0238)</strong></a> supports families who have sacrificed for the country by expanding eligibility for scholarship grants to dependents of veterans.</p>
<p><strong>Improving Women’s Health</strong></p>
<p>Comprehensive changes are coming in the area of women’s health. New laws related to insurance changes include <a href="https://ilga.gov/Legislation/BillStatus?DocNum=5282&amp;GAID=17&amp;DocTypeID=HB&amp;LegId=153495&amp;SessionID=112"><strong>House Bill 5282 (P.A. 103-0701)</strong></a><strong>, </strong>which improves maternal health protections for new mothers by extending certain pregnancy- and postpartum-related healthcare coverages. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=5295&amp;GAID=17&amp;DocTypeID=HB&amp;LegId=153508&amp;SessionID=112"><strong>House Bill 5295 (P.A. 103-0703)</strong></a> broadens insurance coverage for hormone-therapy to treat menopause, and <a href="https://ilga.gov/Legislation/BillStatus?DocNum=4180&amp;GAID=17&amp;DocTypeID=HB&amp;LegId=150729&amp;SessionID=112"><strong>House Bill 4180 (P.A. 103-0808)</strong></a> helps with early detection of breast cancer for women with dense breast tissue by requiring insurance coverage for enhanced breast imaging for those at higher risk of developing breast cancer.</p>
<p>Other new laws that benefit women’s health include <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2688&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160680&amp;SessionID=114"><strong>House Bill 2688 (P.A. 104-0244)</strong></a>, which increases access to maternity care options by clarifying and expanding scope-of-practice rules for certified midwives.</p>
<p><strong>Addressing the Crime of Human Trafficking</strong></p>
<p>Several strides were made in the ongoing battle against human trafficking. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1422&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=159542&amp;SessionID=114"><strong>Senate Bill 1422 (P.A. 104-0099)</strong></a> seeks to improve early intervention by enhancing training for frontline workers to recognize trafficking indicators. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2602&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=160521&amp;SessionID=114"><strong>House Bill 2602 (P.A. 104-0241)</strong></a> provides enhanced protection by extending the statute of limitations for certain trafficking-related crimes. Victims of human trafficking will also have access to several new programs as they move into recovery. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=2323&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=162175&amp;SessionID=114"><strong>Senate Bill 2323</strong> <strong>(P.A. 104-0159)</strong> </a>enhances Illinois’ response to human trafficking by streamlining support services and enhancing coordination among state agencies. <a href="https://ilga.gov/Legislation/BillStatus?DocNum=1302&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=157117&amp;SessionID=114"><strong>House Bill 1302 (P.A. 104-0173)</strong></a> amends the Rights of Crime Victims and Witnesses Act to enhance victim rights and reporting procedures for criminal sexual assault and domestic violence cases.</p>

<p><strong>Over $803 Million in Relief Coming to ComEd Customers</strong></p>
<p>Speaking of energy cost savings, I am pleased to announce that over $803 million will be returned to ComEd customers under the framework established through 2021 legislation which requires nuclear plants to pay customers some returns when energy prices are high. ComEd residential and commercial customers can expect to benefit from these funds in the form of bill credits, with the average residential customer expected to receive approximately $13 a month, depending on usage, over the first five months of 2026.</p>
<p>The funds are being returned as part of a Carbon Mitigation Credit (CMC) program that provided price support to select Illinois nuclear units that were scheduled to be closed. Importantly, that 2021 law protected ComEd customers from over-paying in the event that federal policymakers also stepped up to support nuclear generation.</p>
<p>The 2021 law created the CMC program to support carbon-free nuclear generation facilities and in return, provide an adjustment to ComEd customers if energy prices exceed the agreed-upon price. The CMC program is in effect for five years, through 2027, and can result in a credit or a charge depending on energy prices.</p>
<p>The savings from the $803 million in credits reported on the nuclear generators’ tax returns will automatically reduce what customers pay, and no action is required by customers to receive the credit. While future prices cannot be forecast with certainty, the CMC program is expected to continue providing credits, based on market prices, for at least another year, helping to offset supply cost increases and support families during periods of economic uncertainty.</p>

<p><strong>Illinois Municipal League Launches America250 Time Capsule Project</strong></p>

<p>The initiative invites municipalities throughout the state to submit items for inclusion in a time capsule that will be buried on the grounds of the IML office in Springfield. Suggested contributions include photographs, proclamations, local histories, lapel pins, letters, and other keepsakes that reflect the character and spirit of Illinois communities. Once assembled, the capsule will be sealed for fifty years and opened on July 4, 2076, during the nation’s 300th anniversary.</p>
<p>The deadline for submitting items is Wednesday, December 31. The IML is offering helpful resources on its website at iml.org/IL250, including a model resolution, a digital toolkit, and additional guidance. <p><strong>Lewis Celebrates State Football Championship with Wheaton’s St. Francis High School</strong></p>

<p>It was exciting to be a part of a school-wide celebration recently recognizing the St. Francis High School in Wheaton’s 2025 IHSA Class 5A State Championship for football. The Spartans took the state title in a nail-biter of a game, defeating providence Catholic by a score of 39-35. This is not St. Francis’ first state title, and this December 2 victory is the latest top achievement for a very successful program.</p>
<p>I presented the team and coaches with an official Senate recognition certificate, and invited them to join me in Springfield so I can formally recognize them on the Senate Floor.</p>

<p><strong>IDOR Urges Residents to be Alert While Online Shopping </strong></p>
<p>During this holiday gift-giving season, the Illinois Department of Revenue (IDOR) is urging Illinoisans to stay alert when shopping online and to take simple steps to protect themselves from fraud and identity theft.</p>
<p>According to the PEW Research Center, about 1 in 3 U.S. adults report experiencing an online shopping scam. The FBI also reported that online scams and internet crimes are on the rise, with a record $16.6 billion in losses occurring in 2024.</p>
<p>To help combat the increase in online scams and crimes, IDOR shared some helpful online safety tips for Illinois shoppers:</p>
<ul>
<li>Shop with trusted retailers</li>
<li>Pay with a credit card, rather than debit cards or other payment options</li>
<li>Check for secure websites and look for https in the URL</li>
<li>Use strong passwords and enable multifactor authentication</li>
<li>Avoid public Wi-Fi for online shopping or financial transactions</li>
<li>Monitor your financial accounts regularly</li>
<li>Protect your personal and tax information</li>
<li>Be alert for delivery and tracking scams</li>

<p><strong>FAFSA Portal for 2026-2027 Collegiate School Year Now Open</strong></p>
<p>Improvements to the 2026-27 FAFSA form are making the federal student aid process faster, simpler, and more user-friendly for everyone &#8211; students, parents, counselors, and higher ed professionals!</p>
<p>Any student, regardless of income, who wants to be considered for federal, state, and school financial aid programs (grants, scholarships, work-study funds, and loans) is encouraged to complete a FAFSA form and submit it as soon as possible.</p>

<p><strong>State Fire Marshal Reminds Illinois Residents of Holiday Fire Safety Risks</strong></p>
<p>With holiday festivities underway, the Office of the State Fire Marshal (OSFM) and its fire safety partners are reminding Illinois residents to keep fire safety at the top of their holiday checklist as they decorate and gather with family and friends in the coming weeks.</p>
<p>According to the National Fire Protection Association (NFPA), more than one-third of home decoration fires are started by candles, and more than two of every five occur when decorations are placed too close to a heat source. Nationwide, fire departments respond to an estimated 832 home structure fires each year that begin with decorations, excluding Christmas trees. Meanwhile, between 2019 and 2023, U.S. fire departments responded to an average of 145 Christmas tree fires per year.</p>
<p>To help Illinois families stay safe this season, OSFM and its partners shared the following fire safety tips:</p>
<ul>
<li>Be careful with holiday decorations. Make sure decorations are either flame-retardant or flame-resistant.</li>
<li>Keep lit candles at least 12 inches away from decorations or anything that can catch fire.</li>
<li>Keep children and pets away from lit candles.</li>
<li>Extinguish all lit candles before going to bed or leaving the house.</li>
<li>Check to make sure your lights are rated for indoor or outdoor use or both.</li>
<li>Replace any light strands that have worn or broken cords. Make sure to read the recommendation for the number of light strings you can string together.</li>
<li>Turn off all light strings and decorations before leaving home or going to bed.</li>
<li>If you have a real Christmas tree, make sure to check water levels daily.</li>
<li>Keep real Christmas trees away from a heat source. It can dry out the tree quickly.</li>
</ul>

<p>The OSFM is also hosting its annual Keep the Wreath Red Campaign from December 1 through January 2 at offices in Springfield and Chicago, as well as at the Quinn Fire Academy. The campaign raises awareness about holiday fire safety by replacing red wreath bulbs with white ones when a fire-related death occurs.</p>
